Tallington Parish Council. Minutes of the Extraordinary Parish Council meeting held on Monday 6th December 2021.

Minutes

1. Public Forum

Cllr Otter queried the agenda content as he believed it inappropriate to include minutes of previous meeting. Chairman assured him again that everything was in line with current Model Standing orders as adopted by the Parish council in March 2021. The agenda was also limited in content to items requiring attention before next meeting in January 2022.

2. Opening of Meeting.

3. Apologies for Absence. Cllrs Gash, Mackenzie, Clerk W Gray, David Tilson and SKDC Cllr Rosemary Trollope-bellew

4. Declaration of Interest. None

5. To agree minutes of 9th November 2021 meeting.

Minutes were agreed with one minor correction. Matters arising not on this agenda C/F to January meeting.

6. LCC and Footpath No 4. - Correspondence since Sept 21st meeting with LCC and others. Chairman updated the meeting on further discussions and correspondence with the Senior Countryside Officer Andy Savage and his view that funding would now be available to repair the section of footpath. Cllr Mackenzie’s objections to Chairman’s correspondence following last meeting were discussed and the chairman pointed out that Cllr Mackenzie was never authorised by the council to decline LCC offer of 23rd September, asking LCC instead to reinstate the original towpath route in an email of 27th September. This was contrary to the longstanding ambitions (since circa 2008) of the council to get LCC to accept responsibility of the current route through Millennium Green and that the Chairman had reiterated at the 9th November meeting.

The Chairman proposed that we accept the revised offer from LCC to take ownership of the section of footpath through the Green and for LCC to pursue quotes for repairs and that Tallington Parish Council are in agreement for LCC to adopt the proposed 
section of the Millennium green footpath and that the Parish council as owners of the Millennium green are willing to dedicate the required sections of the route to LCC as Public footpath.  All in agreement.

7. Horse chestnut Tree on Millennium Green - quote approved for removal asap of the Horse Chestnut tree by David palmer tree services at £810 (timber to be removed) and stump Grinding at £350. Residents to be advised of work as vehicles would require access. Cllr Smith will action work with tree feller.

8. Millennium Green - To review quote for repair and drainage improvements to approx. 55 metres of path. In light of LCC proposals item 6 and Parish Council acceptance this item was agreed no longer relevant. It was however agreed that Cllr Brocklebank would seek a new quote from contractor Julian to complete the cutting back of the greens footpath to 1.8 to 2 metre width as originally laid out.

9. Church lane, Green Area. The Chairman proposed that we place an order with nationwide railway sleepers.co.uk for 4 tanalized planter units of approx. 1400 x 800 x 200 within the already agreed budget of £500. After some discussion this was agreed. LCC Highways have indicated that they are agreeable to issuing a licence for 4 units as described.

10. Community Cleaner – A suggested Job Description to be circulated for comment and then advertise for replacement Community Cleaner. In the meantime Andrew Flatters would continue to empty the 3 dog bins and playing field bin until a replacement could be found.

11. Reports from Councillors. The Chairman confirmed that he had written on behalf of the Parish council to Cllr’s Baxter and Cooke ref LCC Traffic plan and the TPC plans for a full by pass and that both had acknowledged and promised to make representations on our behalf.

Cllr Cooke updated the meeting on the Tallington Lakes planning application, Mallard pass Solar farm proposals, LCC Local traffic plan and agreement with Taylor Wimpey for SKDC to take ownership of the ‘community infrastructure land’ on the edges of St Lawrence way and Casewick lane. It was noted that it might now be possible to get the hedges, ditches cut back?

It was noted that N Rail not be invited yet to the next meeting as changes to the organisation were apparently expected soon. Free Tree offer, EA update, Reading room sale to be discussed at next meeting.
