Present: Councillors Brocklebank, Gash, Olver, Otter, Sagar, Smith, District Councillor R Trollope-bellew and Wendy Gray Parish Clerk.  Members of the Public in attendance 5
 
MINUTES
1. Public Forum – No Questions
 
2. Opening of Meeting - Councillor Sagar welcomed everyone to the meeting.
 
3. Apologies for Absence - Parish Councillor Mackenzie, District Councillor K Cooke.
 
4. Declaration of Interest - (Councillors are reminded of their obligation under the Code of Conduct to declare pecuniary interest) – None.
 
5. To agree minutes of the Extraordinary Parish Council Meeting 24th November 2020 – Meeting was totally legal as per LALC Guidelines.  The Chairman of the Council may convene an extraordinary meeting of the Council at any time. It was never intended to be an EGM. That was the wish of one councillor but was never agreed with the Chairman.
Councillor Brocklebank proposed that the minutes reflected a true and accurate record of the meeting, seconded Councillor Smith, all Councillors were in agreement.
 
6. Matters arising from above minutes - All on agenda.
 
7. Finance 
Authorisation of Payments - Community Cleaner (November/December) -156.96 - Parish Clerk Salary and Expenses (November/December) – 473.10
Melton Building Society update – all paperwork submitted – cheque to be raised for 28.000 to be deposited into new account.
 
Adoption of latest 2018 (2020 update) LALC recommended Model Standing Orders - Cllr Sagar proposed that Cllrs read proposed document circulated prior to meeting with a view to adopting at March Parish Council meeting, seconded Cllr Otter, all in agreement
 
Model Financial Standing Orders – Cllr Sagar proposed that we look at what other parishes have, Cllrs to read proposed document circulated prior to meeting with a view to adopting at March Parish Council meeting, seconded Cllr Otter, all in agreement.  
 
8. Precept 2021/2022
To agree submission by 20th January 2021 – Cllr Sagar proposed not to increase the Precept for this next financial year but claim same as last year ie £7501, seconded Cllr Otter all in agreement.
 
9. Planning
PL/0082/20 – Cllr Sagar proposed, seconded Cllr Smith, all in agreement No Objections raised.
S20/2168 – Cllr Sagar proposed, seconded Cllr Otter, all in agreement No Objections raised.
TPC Bypass Committee update – Meeting held on 7th December – Cllr Sagar circulated minutes from that meeting – nothing happening since LCC response from Cllr Martin Hill. Is it not a good time to speak to NR to get LCC back onboard?  Cllr Gash advised on speaking with resident in West Deeping prior need for roundabout for traffic coming out of the village. 
Cllr Sagar proposal to agree start lobbying our MP and others and talk to NR to make start to see if we can apply for new Levelling up monies as announced by Chancellor in November 2020.  Contact other local authorities for support, MP etc arrange meeting with NR.  Seconded Cllr Otter, all in agreement.
 
10. Highways
Lack of Road Signs/Maintenance of Footpaths/Surface Water Issues/Drains in Main Road
Road Signs – these have been ordered – not yet fitted – Parish Clerk to contact re update on when signs will be fitted.
Footpaths – 1 or 2 metal guards were proud near corner of M Thurlby’s place (trip hazards) 
Anglian Water – advised in their latest email that problem was back with Lincolnshire County Council, Rowan Smith.  Cllr Trollope-bellew advised his predecessor is Kyra Nettle– email to be sent to LCC plus copy for attention of Kyra Nettle and also a copy to Cllr Trollope-bellew.
 
11. Recent Flooding Issues Update – to clearly understand the issues that arose and what is now being done to rectify to avoid a repeat of what happened longer term.  Review the process which a flood warden needs to follow when flooding and dangers to life are a distinct possibility.
Flood Warden circulated Part 1 of report immediately prior to meeting.  Further update Part 2 given via screen shots.  Issues discussed.
Cllr Smith reported Environment Agency working on site found 2 areas of Badger setts causing flooding – currently digging setts out, fill in impacted ground – put wire mesh from waterside non waterside – 3 week time scale to complete works.
John Allen – electric valves!
Cllr Otter – depends what valves looking for.  Was told aperture by tree branch 5th December – only valve is on weir side of the bridge, steel bars used as level indicators.
 
12. Field in Trust Dedication (Millennium Green) – Update.
Forms completed – need to sort re verification of documents.
 
13. Millennium Green Improvements
Information received in November from LCC – tarmac asphalt – countryside setting not an appropriate material.  What did they think appropriate material re disability access?  Advised that footpath 4 is not in fact in the right place – bottom of the canal, should have been on top of the bank along old towpath.  Geoff Mayling had previously spoken with Maggie Ashcroft of West Deeping Historical Society who had also expressed her opinion on Tarmac/Asphalt not being appropriate.
 
Committee will also report on Tree on Millennium Green and decide its fate later in the Spring. Remove or keep. Keep on Agenda
 
14. Land Used for Parking (Corner of Church Lane). 
When asked by the chairman for his opinion on what the solution should be Cllr Smith stated the following:
• The current surface should be scraped to a depth of up to 10 cm.
• The resulting surface should then be filled with hardcore as either crushed limestone or granite(purchased in bulk, not bags, to minimise cost)
• The hardcore surface should then be compacted and topped with gravel
• The cost should be shared equally between TPC, the Church Council and the Heron’s Trust (if they feel able to contribute)
• Moving forward the TPC should accept NO ownership of the land and hence it should NOT be registered with the Land Registry.
 
15. Proposal to Apply to Land Registry re item 20-24/11 and cost thereof. 
Cllr Sagar – do we want to take ownership of the Land ie liability and insurance?
Suggest write to LCC/SKDC to enquire to seek further advice as SKDC have confirmed land is not registered following Cllr K Cooke requesting the search. All agreed.
 
16. Playing Field
Update supplied from members of the Village Hall Committee. Geoff Sutcliffe and Cllr Sagar. Work to repair Zip Slide underway this week and Roundabout safety surface already installed.
 
17. Reports from Councillors
Cllr Rosemary Trollope-bellew – County Councillor report-Tallington PC 12.01.20 
Covid-19 vaccination update: The NHS coronavirus vaccination programme is now underway but slow in the south of the county due to delivery of vaccine. LCC are working with NHS colleagues to plan the roll out of this programme, focused on specific eligible groups in the first instance. This is based on Government guidance and the best available evidence.   Please remember not to contact your local surgery for an appointment you will be informed.  I would urge everyone to continue to abide by all the social distancing and hand hygiene guidance to save lives.
Our Council Services: Adult Social Care and Children's Services - are operating as usual, but in slightly different ways.  Day Centres are open, but for priority groups only and visits for priority clients. Staff will continue to make visits – but will wear PPE and have the necessary safeguards in place.  Support Services are also still available for victims of Domestic Abuse.  All Primary and Secondary Schools in the County have closed to all pupils except children of keyworkers and vulnerable children. These groups will still be entitled to Free School Meals, if transport to school is essential, then this can be booked through LCC website. Those children no longer at school will move to remote learning until at least the middle of February, any children who can't access laptops or tablets should contact their school who will ensure they are provided.  Fire crews will continue to do 'safe and well' checks for our most vulnerable residents, and will make safety visits to commercial premises which we think are necessary.  Household Waste Recycling Centres are open as usual – book a timeslot via the website. The 15 core libraries across the County will be open for click and collect services only and online provision, and mobile services will provide that much needed lifeline of books and magazines to our shielding residents, to reassure those who have current loans – these will be extended until February. The highways crews will still be out maintaining and improving the roads as normal, including gritting roads and repairing potholes. And, where it is safe to do so, work will continue on our major development project and road building schemes around the County. The return of shielding for the Clinically Extremely Vulnerable (CEV), our Public Health and Emergency Planning Teams are continuing to work with Partners at the Resilience Forum to help get residents the support they need. If residents need support doing this, Covid-19 Helpline: 01522 782189, which is available 7 days a week.  Unpaid carers providing vital support for a family member can also access support and details are available on the website or on 01522 782189. County staff are working hard supporting the delivery of the Covid-19 Vaccine, and the roll out of further testing in our area.  As in the previous Lockdown, many residents' businesses have been affected, Business Lincolnshire can help support businesses' to operate within government guidance or to access financial support or grants if needed.  LNER Train Services - Network Rail planned engineering works taking place along the East Coast Upgrade in January and February.  There will be significant disruption for an extended nine-day period with very limited train services running between Peterborough and Grantham from Saturday 16 to Sunday 24 January 2021. During this period customers are advised not to travel north of Peterborough.  In addition, there will be engineering works taking place over the weekend of Saturday 30 and Sunday 31 January and again from Friday 26 to Sunday 28 February. During these weekends customers area again advised not to travel to or from London as there will be no trains in or out of London King’s Cross Station or to or from London St Pancras via Finsbury Park. These works are the latest part of the East Coast Upgrade, the ongoing £1.2bn Network Rail investment into the East Coast Main Line that will improve capacity, create faster journeys and increase reliability on long-distance train services.
 
Cllr Otter – Parish Clerk working on website, training still ongoing.  Training provided by LCC appalling, dumped on Clerks with no expectation what they had to do.  Laptop over to KO when hard drive cleaned.
 
18. Public Forum
G Mayling – Understand Cllr Trollope-bellew retiring from LCC – thank you for support and wish you well.
Condition of Roads at Tallington Lakes – can SKDC/LCC do anything?
J Allen – Water supply (School House) there is an existing pipe going overhead from the kitchen to the back storage room.
Thank you to G Mayling for all hard work on behalf of the Parish Council.
Christchurch – now starting vaccinations.
 
19. Date of Next Meeting - Tuesday 9th March 2021 at 7.30 p.m.  Cllr Sagar closed the meeting at 9.57 pm.
