TALLINGTON PARISH COUNCIL.  Minutes of Extraordinary Parish Council meeting held on Wednesday 11th August 2021

 

Chairman P Sagar, Vice Chairman J Smith, Clerk W Gray, Parish Councillors Brocklebank, Gash, Mackenzie, Otter, District Councillors K Cooke, R Trollope-bellew, County Councillor A Baxter and 4 Members of the Public and 2 members of Anglian Water were also in attendance.    

 

MINUTES

 

1. Public Forum

 

2. Opening of Meeting - Councillor Sagar welcomed everyone to the meeting.

 

3. Apologies for Absence – Cllr Hassall and residents Mr and Mrs Allen.

 

4. Declaration of Interest - (Councillors are reminded of their obligation under the Code of Conduct to declare pecuniary interest) – None.

 

5. To agree minutes of 13th July 2021 – Cllr Smith proposed, seconded Cllr Mackenzie that minutes were a true reflection of meeting, all in agreement (Cllr Sagar abstained, not in attendance at meeting).

 

6. Anglian Water

Cllr Sagar welcomed members of Anglian Water to the meeting Matt? and Rose Shisler.  Lots of questions were raised from residents present and LCC Councillor Ashley Baxter on why this problem had gone on for so long not just in Tallington but Barholm and West Deeping and in particular the continual flooding issues encountered by the owners of Tennyson Cottage in Tallington.  Matt advised that an agreement had been reached with Richard Fenwick LCC County Highways manager to work in partnership with AW to rectify the issues and provide a plan by the end of September and the finances jointly to rectify the problems with the drains.  Matt agreed to re visit Tennyson Cottage to fully understand what the problems are.

 

7. SKDC – offer of Sandbags – agreed at last meeting to accept sandbags and store on village hall car park – Cllr Sagar proposed we order 800 litre bin, colour green with no wording (352 plus vat) – Cllr Mackenzie abstained (all other Cllrs in agreement).

 

8. ByPass/Levelling up funding updates/Stamford North Developments – Councillor Cooke provided further update on where we are at – there is going to be a wider transport plan for Stamford.  Pre consultation – Larkfleet have option on that land.  Both councils (Stamford/Rutland) are meeting/discussing developments with landowners.  Councillor Otter offered some solutions to be considered.  Next meeting in October – suggest Network Rail are invited to attend.

 

9. Millennium Green Improvements – No further response from Breedon – two quotes received so far are:

a) Lincs. Paving and Patios: £49896, including VAT

b) ProEdge Construction:     £44,475 plus VAT =   £54,370.

(Query: can we reclaim VAT?) – Yes if invoices made out to Tallington Parish Council.

Further quote awaited – Ben Freeman.  Cllrs Brocklebank and Mackenzie will chase this one up.

Cllr Sagar confirmed that the Parish Council could not afford quotes (a) and (b) – we will await to see what Ben Freeman can quote (report at September meeting).

Dead grass on path needs clearing – Cllr Sagar to meet with Andy (Community Cleaner) to see if he can help with this.

Footpaths 1 & 4 (plus back of village hall) LCC written to.  Question for County Councillor when are LCC going to cut grass?

 

10. Reports from Councillors – Cllr Otter re Lock – Cllrs Mackenzie and Otter clearing outside of the fence – inside needs doing – need to set up working party.
