TALLINGTON PARISH COUNCIL. Minutes of 4th May 2021
Chairman: Chairman: Philip Sagar, Clerk: Wendy Gray, Councillors Brocklebank, Gash, Mackenzie, Smith, District Councillor K Cooke and Wendy Gray Parish Clerk. Members of the Public in attendance 6.
MINUTES
1. Public Forum -
2. Opening of Meeting - Councillor Sagar welcomed everyone to the meeting.
3. Apologies for Absence – Ann Knox, Mr & Mrs Peeroo.
4. Declaration of Interest - (Councillors are reminded of their obligation under the Code of Conduct to declare pecuniary interest) – None.
5. Councillor Vacancy – Co-Option – 1 application received (Anita Hassall) lived in village since 1990, interested in village life, involved in Village Hall committee. Cllr Sagar proposed seconded Cllr Gash, all in favour that Anita be co-opted onto the Parish Council – Parish Clerk to arrange for relevant forms to be completed.
6. To agree minutes of 9th March 2021 – Cllr Brocklebank proposed, seconded Cllr Gash that minutes were a true reflection of meeting, all in agreement (Cllr Otter abstained, not in attendance).

7. Finance
Authorisation of Payments - Community Cleaner (March/April) – £201.96
Parish Clerk Salary and Expenses (January/February) – £475.10.
8. Planning
New applications received – S21/0440 and S21/0737 6 Searson Close – law changed on use of materials in wood burners – understand neighbours should have received notification for them to comment. Cllr Sagar to contact.
TPC Bypass Committee Update – First tranche of Government levelling up fund not applicable as needed to be shovel ready projects that could be completed by end of 2022. When further information on next tranche of funding available action will be needed. In the meantime, work to involve all partners continues.
9. Highways
Footpaths ref Millennium Green – LNER project funding is subject to government approval which is not going to be made until September – what do we do now – suggestions put forward by Cllrs Otter and Mackenzie – Breedon will commit to supplying the gravel but not for asphalt – Cllr Sagar suggest committee discuss further and report back at July meeting. Cllr Trollope-bellew suggested go back to Andy Savage LCC i.e. SK Community Grant.
Surface Water on Main Road – junction Main Road/Bainton Lane - Casewick Road under water again. Anglian Water has not forgotten us – Bainton Road junction problem where drains are! Issue raised by G Davies MP with LCC. Anglian Water though are still the responsible authority.
10. SKDC – offer of Sandbags – where would we store – would help with flooding issues – need to consider and if accept have in place before winter.
11. Field in Trust Dedication (Millennium Green) – Parish Clerk completed forms, zoom meeting held with solicitors – solicitors submitting completing forms to Land Registry.
12. Millennium Green Improvements – discussed under item 9
13. Church Lane Green Area. Site meeting with Graham Simpson LCC Highways held on 8th April. Agreement reached for LCC to restore and repair grass area and to extend highway kerb into Church Lane to protect grass. Agreement also for a licence to be granted to TPC to install substantial planters 1 metre back from kerb to deter vehicles from inappropriate parking and causing future damage after the repair. Agreement also to repair highlighted pot holes and repair signage on bridge.
14. Village Hall Report and Playing Field – dealt with at earlier annual meeting.
15. Proposal to install 2 Rubbish Bins next to dog bins on river – carry over to July meeting.
16. Reports from Councillors – as reported at earlier annual meeting.
17. Public Forum – Mill Lane, Pot Holes. Sign Mill Lane & West road does not show cul de sac symbol. Speed sign coming into Tallington over the River faded!! Discussed under item 13.
18. Date of Next Meeting - Tuesday 13th July 2021 at 7.30 p.m. Cllr Sagar closed the meeting at 9.53 pm.
