TALLINGTON PARISH COUNCIL.  Minutes of 13th July 2021

 

Vice Chairman J Smith, Clerk Wendy Gray, Councillors Gash, Mackenzie, Otter District Councillor K Cooke, County Councillor A Baxter and 5 Members of the Public were in attendance.

 

MINUTES

 

1. Public Forum

Speed of Traffic down Mill Lane.

New street signs Casewick Lane or St Lawrence Way – 1 missing – only ones that are there were ordered (have crests on).  Think we need to order and request special sign No through Road.

St Lawrence Way – hedging overgrown unable to pull out safely when going to Stamford.

Tallington Lakes – coming out onto main road.

Ash trees outside village hall – needs trimming back/removing – identify who it belongs to and who should do it.

Path into Playing Field impassable – overgrown – who is responsible?

Stamford North Development – linked with Tallington Bypass.

A1 report (Cllrs Sagar and Otter) re Lakeside.  Extraordinary meeting requested to discuss ASAP.

 

2. Opening of Meeting - Councillor Smith (in absence of Councillor Sagar) welcomed everyone to the meeting.  One addition to agenda 16a Correspondence.

 

3. Apologies for Absence – Cllr Sagar. Cllr Brocklebank and District Cllr Trollope-bellew.

 

4. Declaration of Interest - (Councillors are reminded of their obligation under the Code of Conduct to declare pecuniary interest) – None.

 

5. Councillor Vacancy – Co-Option – One application received at May meeting (Anita Hassall) lived in village since 1990, interested in village life, involved in Village Hall committee.  Cllr Sagar proposed at May meeting, seconded Cllr Gash, all in favour that Anita be co-opted onto the Parish Council – Parish Clerk to arrange for relevant forms to be completed – due to postal delays forms not completed within 28 days – new forms duly completed and forwarded to SKDC.  Anita is now an official member of Tallington Parish Council.

 

6. To agree minutes of 4th May 2021 – Cllr Gash proposed, seconded Cllr MacKenzie that minutes were a true reflection of meeting, all in agreement (Cllr Otter abstained, not in attendance at 04/05 meeting).

 

7. Matters arising from above minutes - All covered on agenda.

 

8. Finance

Insurance Renewal – discussion re 1 year/3 year/5 year term.  Clerk to contact insurance company advising wish to go ahead but need more time to consider which option.

AGAR (Annual Return) forms duly signed off for forwarding to PKF Littlejohn.

Authorisation of Payments - Community Cleaner (May/June) – £224.24

Parish Clerk Salary and Expenses (March/April) – £464.10

LALC – £17.50

P Taylor (Internal Audit/Payroll) – £150.00

D Bailey (Website issues) - £20.00

 

9. Planning

S21/1326 – No objections – Response “The Parish Council are in agreement with this application.  They would, however, point out that construction materials to be used do not appear to be in keeping with the existing property.  The Parish Council also ask that the applicant be made aware, should the application be approved, that he must not use the Millennium Green area to park or man-oeuvre vehicles given that the originally designated parking area for this property is now to be used for this development.”

S21/0935 – Approval refused – reasons given in letter

 

TPC Bypass – update on Levelling up Funding – since last meeting no evidence of consultation started.  Four billion – not much change from last time, highways authority would have to make bid.  SKDC is a priority 3 area (disappointing not high enough).  Will look at when we can put in for funds etc.  Government would not accept bid at this time.  Cllr Sagar working with Cllr Otter, MP involved.

 

10. Highways

TPC received letter from resident of Tennyson Cottage – outlining continuing flooding issues. TPC agreed a further letter should be sent to Anglian Water copying our local MP, LCC and District Councillors.

Cllr Hassall reported issue with Taylor Wimpey (TW) land – causing problems for elderly residents with overgrown vegetation, flooding issues – agreed letter should be sent to Taylor Wimpey and others.  Cllr Cooke advised would furnish clerk with contact address.  Cllr Cooke reported SKDC were now in contact with TW – will pick up with Contracts Manager.  Copy of letter Parish Council send to be copied in to Cllr Cooke.

 

11. SKDC – offer of Sandbags – where would we store – would help with flooding issues – need to consider and if accept have in place before winter.  Discussions evolved into different areas flooding and who caused – why do we need sandbags etc if all flooding issues were resolved do not think would be needed – Cllr Smith asked can we please get back to the agenda – if we take up this offer we need to be able to store sand/filled bags in a dry place – need to investigate some form of storage bin (Parish Clerk will investigate types of bins/costs) it was agreed that a working party would be set up re filling bags once sand received.

 

12. Field in Trust Dedication (Millennium Green) – Parish Clerk contacted Field in Trust Office – new contact – resurrecting paperwork will keep us advised.

 

13. Millennium Green Improvements – list of 60 people to contact – no good. Looked on internet, written to 9 outlining what we want, 2 so far have responded asking for further details.  Put in for LNER grant – we do need to submit application – LNER will look at in first instance and pass to another department – not looked at or decided upon until October.  At the moment we do not know if we are going to get any grants at all. More estimates expected – asked them to break down into 2 elements.  Cllr Smith asked Cllr Mackenzie to continue his investigation work into getting as many quotes as possible. Cllr Mackenzie asked to summarise quotes and circulate together with requirements spec to fellow councillors prior to the next TPC meeting. This will then allow ‘like for like’ quote comparison and give an indication on spend required.  Ideally work to be done before winter –if we don’t wait grant from LNER is not retrospective

 

14. Church Lane Green Area – understand LCC have committed to do the work by 12th September – means putting in new kerbs, re seeding grass area – Parish Council need to research planters etc.

 

15. Proposal to install 2 rubbish bins (next to dog bins on river) – Cllr Trollope-bellew had advised siting of bins would be treated as being on private land, cost of supplying/emptying down to TPC.  Clerk reported dog bins are emptied once a week (need licence for this type of waste to be disposed of) – Community Cleaner has taken photos in the past and reason dog bins are full is because of beer cans being put in them when people walking along river – problem worse now than prior to COVID.

 

16. Village Hall and Playing Field Reports - Cllr Hassall reported new boiler/heating system installed – redecoration needs to be done in some areas (pipes).  New shelving in back room redecoration in that area.  Local resident refurbished basketball hoop.  Do we need more signs for Playing Field “Keep Gate Shut?”

17. Reports from Councillors –

Cllr Cooke gave his report.

Cllr Baxter (apologised for being late) introduced himself as our new County Councillor.

 

18. Public Forum

Concern was raised by a Tallington Lakes and a Village resident over the potential new access from Tallington Lakes onto the A1175.  It appeared that current metal fencing in situ was constructed on the A1175 verge thus impeding visibility when accessing / leaving neighbouring property. Cllr Cooke to investigate and advise.

Speeding through the village – what advice can be given to get some actual speed testing done by the Police – Cllr Cooke to provide information re police contact.  Emma-jane.crisp@lincs.pnn.police.uk  Cllr Cooke may have already replied but if not I would contact the Road safety partnership, information can be found on the internet plus if you have a reactive speed camera then the data downloaded can also be used to back up your request, but first contact TRSP

Tallington Lakes resident complained that traffic coming towards Stamford (whilst crossing down) not waiting and overtaking queue to turn right into Barholm Road hence danger of colliding with oncoming traffic. Cllr Cooke to review and advise.
