TALLINGTON PARISH COUNCIL.  Minutes of Parish Council meeting held on Tuesday 14th September 2021

 

Chairman P Sagar, Vice Chairman J Smith, Clerk W Gray, Parish Councillors Brocklebank, Gash, Hassell, Mackenzie, Otter, District Councillors K Cooke, R Trollope-bellew and 1 Member of the Public were also in attendance.    

 

MINUTES

 

1. Public Forum

Message on Facebook re accident that happened around teatime – parishioner walking his dog corner of Red House Paddock, car came across from other side of the road and mounted pavement, sent parishioner and dog into the hedge – anyone on road or vicinity who saw what happened please get in touch with Police.  Update: happened 4.45 pm, blue saloon car heading towards railway line, lady driver, came across road and hit him, asked to report to police.  NR keep CCTV footage.  Lots of comments from people re speeding through the village!  We did have a monitoring vehicle in the village during the summer.

 

2. Opening of Meeting - Councillor Sagar welcomed everyone to the meeting.

 

3. Apologies for Absence – M Freeman, D Turp.

 

4. Declaration of Interest - (Councillors are reminded of their obligation under the Code of Conduct to declare pecuniary interest) – None.

 

5. To agree minutes of Extraordinary Parish Council Meeting held on 11th August 2021 – Cllr Mackenzie re item 7 against - once corrected happy to agree.  Parish Clerk to amend.  Cllr Smith proposed, seconded Cllr Brocklebank that minutes were a true reflection of meeting, all in agreement.

 

6. Matters arising from above minutes -

Look at increase in Precept to be able to increase donation to the Church from 500 to 600 i.e. grasscutting (agenda item for November meeting) Gary’s Gardens may be one to contact.

 

Lack of cuts by LCC – no evidence of grass being cut – come up with extra figure at November meeting for this next financial year.

 

7. Finance

Income and Expenditure spreadsheet circulated.

Payments to be approved:

Parish Clerk Salary & Expenses July/August – £487.50

Parish Clerk (reimbursement (Glasdon) bin bags) – £51.43

Community Cleaner – £201.96

Glasdon (Sand Bin) – £310.55

Clerk (Salary) review – Parish Clerk to circulate pay scales to all Cllrs (agenda item for next meeting).

 

 

8. Planning

S21/0392 Barn House – permission granted.  Cllr Otter commented had not seen yellow notice anywhere.

S21/1326 1 Red House Paddock (resubmission) – permission granted.

S21/1549 Avoca House – permission granted.

 

9. Highways

Road Signs – thank you to Cllr Cook and Cllr Trollope-bellew for sorting.

 

10. SKDC – Sandbags/Container – ordered – planning to install in Village Hall Car Park behind outbuilding (this side) – are all Cllrs in agreement.  Sand will be loose inside (bags separate).  Need to communicate to villagers. Will it be monitored to see who uses it!!!  We can put note in Towers & Spires once bin and sand received.

 

11. Field in Trust Dedication (Millennium Green) – pending.

 

12. Millennium Green Improvements – interim measures, Community Cleaner has started to cut back edges of path back to 1.5 metres.  Community Cleaner has a wacker plate that he can use if we take up offer from Breedon.  Funding – Cllr Mackenzie advised quotes received £49896 and £54,870 – question was asked does Cllr Mackenzie seriously think the Parish Council take these quotes seriously if cannot get any funding!  What has happened re quote from Ben Freeman?  Mr Freeman has not been in contact.  Cllr Brocklebank offered to contact Mr Freeman together with Cllr Mckenzie.  Itemised quote covering all areas re drainage, sokeaway etc.  Cllr Sagar proposed we re-engage with Fund Manager at Braedon’s re possibility of obtaining asphalt for the paths!!  Cllr Sagar proposed we spend some of the MG monies to maximum of £5,000 re repairs to the MG footpath, go back to Braedon’s.  Seconded and agreed Cllrs Brocklebank and Otter.  Cllr Mackenzie not happy with figure proposed and no substantial funding available.  Cllr Mackenzie feels28K should be used to bring path up to H&S condition.  Cllr Otter proposed come back to November meeting then propose it then, may have some match funding, Ben Freeman’s proposal etc.  Amount to spend to be agreed at a later date.

 

13. Church Lane, Green Area – 11 plus 1dropped kerb, soil all levelled out, seed planted, taped off.  Cllr Sagar looking into finding suitable planters to meet LCC specification – will send photos across to LCC for consideration.

 

14. Proposal to install 2 rubbish bins next to dog bins on river – held over to November meeting.

15. Village Hall and Playing Field Reports – Parties being booked, had trouble with one of the bins ie lid went missing, rubbish blowing across car park. More work to do some within the main hall.  Playing Field some repairs to be done.

16. Reports from Councillors – Cllr Otter – EA re river, amount of greenery and grass around still not been cleared – wait for them to come back with information –CCTV monitoring both sides of the river for EA maps – no reports – at this moment in time in limbo.

Rabbit set – been twice with ferrets, caught 3 other 53 still in there, will come back and have another go.

 

17. Public Forum – None.
