Parish Council Meeting held in the Village Hall on Tuesday
14th May 2019
In Attendance: Parish Councillors Joan Brocklebank, Louise Isaacs, Geoff Mayling and John Smith and 9 members of the public,

19-05 / 1. Public Forum: None.
19-05 / 2. Opening of Meeting: Cllr Mayling welcomed everyone to the meeting.
19-05 / 3. To receive any apologies for absence: Cllrs Golland, Otter and Sagar.
19-05 / 4. Declaration of Interest: (Councillors are reminded of their obligation under the Codes of Conduct to declare pecuniary interests): None.
19-05 / 5. To agree Minutes of 12th March 2019:
The above minutes be signed as a true and accurate record, Cllr Smith proposed, seconded Cllr Brocklebank, all Cllrs in agreement.
19-05 / 6. Matters Arising from Minutes:
Road Uffington/Barnack closed for 6 weeks – more traffic coming down Bainton Lane – deterioration to road between River Bridge and next bridge and verges are eroding away – LCC inspected – typical of verges in district run over by agricultural vehicles – will monitor and continue to inspect.
19-05 / 7. Finance/Authorisation of Payments:
Parish Clerk Salary March/April - £365
Parish Clerk Expenses - £63.02
Community Cleaner - £143.98
G Mayling (£32.22) costs in arranging and submitting funding for Village Hall floor
All Cllrs in agreement for the above payments to be made.
Income:
Precept - £6,000.00
Village Hall Grant (floor) - £5,346.30
Community Cleaner Grant - £426.92 payment advised yet to be credited
19-05 / 8. Planning:
Application No: S19/0214 - Erection of dormer type bungalow to the rear of The Crooked Billet. Location: The Crooked Billet, Church Lane, Tallington, PE9 4RU – Planning permission refused.
S19/0397 - Conversion and subdivision of barn to form three dwellings Location: The Walnuts, Main Road, Tallington, PE9 4RP – Planning permission granted.
No new applications received.
19-05 / 9. Planting on LCC Land:
Cllr Mayling advised resident who was present at the meeting that he would follow up with LCC and obtain a copy of the licence form.

19-05 / 10. Correspondence: None.
Election of Parish Councillors – an explanation was given of how the system works. 8 nominations of which only 7 can be elected – unfortunately we lost a very keen and active member of the Parish Council and would like to record our sincere thanks to Geoff Sutcliffe for all work and actions he has taken on our behalf over the years, he will be sorely missed.
19-05 / 11. Community Fund Application for village hall floor repairs:
Application successful – funds received. Builders will commence works on 10th June removing the wood block flooring – a price for a new front door and glazing of window has been requested, We need to agree a colour scheme for the large and small halls.

19-05 / 12. To receive a report on the Village Hall:
Not many socials, busy on other items. Had first Children’s camp (lottery funded) very well received, many children have signed up for half term, received lots of new sports equipment from them. Cleared out old stuff. Had “Live and Local” music on Wednesday night. Preparing the hall in readiness for the maintenance work – happy for volunteers to help clear areas on Saturday 8 June.
19-05 / 13. Field in Trust Dedication (Millennium Green) – Update:
We were requested to provide more Land Registry information. Cllr Mayling to chase up.

19-05 / 14. Parish Council ownership of the Stamford Canal Lock Gate in Herons Close:
We now have ownership.
19-05 / 15. Adoption of Constitution for Tallington Parish Council:
When we applied for a Community Grant we were asked for a “constitution”. Cllr Mayling will re circulate – for discussion at next meeting.

19-05 / 16. Trees on Millennium Green:
Trees planted have died – agreement for Cllr Golland to plant new trees – update at next meeting.

19-05 / 17. Action Group for Works on Millennium Green: Carry over to next meeting.

19-05 / 18. Reports from Councillors:
District and County– re St Lawrence Way update – SKDC have made numerous submissions to take on the land but have not had any response – Taylor Wimpey will not engage with council. Taylor Wimpey do their own grass cutting. Cllr Mayling will contact Geoff Sutcliffe to obtain update and who he deals with re St Lawrence Way.
40 Councillors elected; Conservatives still have a majority. Lib Dems have joined Labour.
Update on Cummins site – SKDC have purchased the site
Tallington Lakes – SKDC are working behind scenes on certain issues.
Parish Councillors update
Geoff Sutcliffe is joining the Village Hall Committee and will become a trustee.
Dog fouling issue in playing field – new signs put up. Parish Clerk to provide details of PCSO’s for Village Hall Committee to make contact and report issues.
Western Power cutting chestnut trees managed to pull out Gigaclear structure.
A1175 – traffic parking etc – no overtaking will still have to be policed.

19-05 / 19. Public Forum:
Puddles – Flooding on Main Road!
Cllrs to decide if a “Working Party Meeting” is required to discuss issues arising from the election.
