Parish Council Meeting held in the Village Hall on Tuesday
12th March 2019

In Attendance: Parish Councillors Joan Brocklebank, Rob Golland (arrived after start of meeting), Louise Isaacs, John Smith, Geoff Sutcliffe, 3 members of the public,

19-03 / 1. Public Forum: None.

19-03 / 2. Opening of Meeting: Cllr Sutcliffe welcomed everyone to the meeting.

19-03 / 3. To receive any apologies for absence: Cllr Mayling, Cllr Sagar, District Cllr K Cooke, County Cllr R Trollope-bellew
Cllr Sutcliffe wished to record our sympathies to Cllrs Mayling and Sagar – our thoughts are with them.

19-03 / 4. Declaration of Interest: (Councillors are reminded of their obligation under the Codes of Conduct to declare pecuniary interests): Cllr Smith – Crooked Billet Planning Application.

19-03 / 5. To agree Minutes of 8th January 2019:
The above minutes be signed as a true and accurate record, Cllr Smith proposed, seconded Cllr Brocklebank, all Cllrs in agreement.

19-03 / 6. Matters Arising from Minutes:   Precept forms completed and returned by deadline.

19-03 / 7. Finance/Authorisation of Payments:
Parish Clerk Salary January/February - £365
Parish Clerk Expenses - £54.54
LALC Affiliation Fee - £244.84
All Cllrs in agreement for the above payments to be made.

19-03 / 8. Planning:  
Application No: S19/0214 - Erection of dormer type bungalow to the rear of The Crooked Billet. Location: The Crooked Billet, Church Lane, Tallington, PE9 4RU - Tallington Parish Council are opposed to this application as it does not fit current planning criteria and policy.
S19/0397 - Conversion and subdivision of barn to form three dwellings Location: The Walnuts, Main Road, Tallington, PE9 4RP, - Tallington Parish Council have no observations to make.
S19/0145 - Lincs parks ltd, behind Whistle Stop, Tallington, change of conditions – Cllr Trollope-bellew reported via email wished to call in the application to committee.

19-03 / 9. Planting on LCC Land:
Resident in attendance and his letter discussed – Cllr Sutcliffe agreed to look into the licence etc.

19-03 / 10. Correspondence:
Election Papers – Cllr Sutcliffe will arrange for all paperwork to be completed (will visit each councillor) and ensure papers are delivered to SKDC by due date and time.
LCC Temporary Footpath Closure 11 to16 March and 22 to 27 April

19-03 / 11. Community Fund Application for village hall floor repairs:
Application submitted, awaiting outcome.

19-03 / 12. To receive a report on the Village Hall:
Live show this Thursday 13th March.
National Lottery Fund Kids Group (up to age 12) received funding for equipment which has arrived – have included children from Uffington – 4 events throughout the year – first one in April

19-03 / 13. Field in Trust Dedication (Millennium Green) – Update:
Addendum - We have been requested to provide more Land Registry information.

19-03 / 14. Parish Council ownership of the Stamford Canal Lock Gate in Herons Close:
Addendum - Daltons Solicitors have informed us that we now have ownership of the canal lock gate.

19-03 / 15. Adoption of Constitution for Tallington Parish Council:
Cllr Sutcliffe requested all Cllrs read document – agenda item for next meeting.
Action: Parish Clerk

19-03 / 16. Trees on Millennium Green: Cllr Golland to plant – will update at next meeting.
Action: Cllr Golland

19-03 / 17. Action Group for Works on Millennium Green: Carry over to next meeting.
Action: Parish Clerk

19-03 / 18. Reports from Councillors:
Gigaclear – response to our emails required.
Action: Parish Clerk
Road Uffington/Barnack closed for 6 weeks – more traffic coming down Bainton Lane – deterioration to road between River Bridge and next bridge verges eroding away – LCC to be advised.
Action: Parish Clerk

19-03 / 19. Public Forum:
Do we have any relationship with local police – east side of level crossing – vehicles overtaking traffic queues caused by gates being down cutting across into Barholm Road is hazardous. can police/PCSO visit scene to assess hazard?
Mrs Heeley (West Road) has passed away.
 
19-03 / 20. Date of Next Meeting: Tuesday 14th May 2019 commencing at 7.00 p.m.  
Annual Parish Meeting/AGM/normal Parish Council meeting.
