Flooding, Drainage & Road closures T&S report updated as at 22nd September 2025.
As previously advised Network Rail contractors CML will be carrying out the work to clear the remaining blockage at the crossing on Sat 11th October with a second date of Sat 18th October as additional capacity if not all work completed on the 11th (overnight). Expected works will involve digging up the track in one section to open up the drainage system, replace a section of pipe and then back-fill.
Clearing of the surface water sewer/culvert on Main road – Lincs CC Highways scheduled changed after my last update of 16th August. Road closure from Mill lane junction to the rail crossing is now advertised and confirmed at a site meeting on the 15th September as being for one week from 20th October, between 8pm-6am. LCC will be installing 4 new silt trap gullies initially, raising the kerb next to the Chestnuts (were rain water regularly ponds into the road), other carriageway patching/footway repairs and lining will be carried out at the same time.
Additionally, work to clear all road gulleys and more importantly the pipes running to/from them in the village started w/c 1st September. A Bainton Road/ Church Lane drainage survey has resulted in some pipes being cleared, other pipes and gullies requiring further attention and the gradient on the open surface ditch to be be improved by LCC Highways. At the site meeting LCC highways have also agreed to the Parish council’s request to raise the entrance kerbs to the “The Greystones” and the “Old Forge” properties to better protect their drives from heavy rainfall entering from the road as at present. Likewise the pedestrian kerb outside no 54 Bainton road will also be raised. Also further pot holes and sunken tarmac in Mill Lane was listed for attention.
Anglian Water (AW) will from the 20th October for one week and under the LCC road closure between the hours of 8pm to 6am carry out spot clearance digs for further investigation and clearing at 3 locations - Junction of Mill Lane, in grass area outside the Old Post Office and in the pavement outside of the Gables. This work may identify further blockages that will require additional clearance work to be planned. These road closures during October could potentially also be utilised to enable access for the machinery required for ripairan owner ditch clearance on the Whistle Stop side of Main Road opposite the garage that cannot easily be achieved when the road is open.
The SKDC Street cleaning team have been requested to clear pavement channels alongside the Main Road outside Redhouse Paddocks.
Clearing of Mill Lane lateral 8” blocked Drain – LCC Highways have confirmed that they will attempt to clear the Mill Lane pipes after the Main road clearance work even though they are an AW asset. This might require further excavation work in Mill Lane. If so AW will have to arrange works and dates with LCC.
Casewick Lane Collapsed culvert under road. – Whilst a partial flow was established back in January this year under Casewick lane to the ditch that flows out across the cleared drainage ditches of Casewick fields (thanks again to the landowners concerned who completed their works late last year), under the rail tracks, through the cement works and eventually out to Barholm the collapse is likeley to worsen. LCC highways have now confirmed that funding has been approved for them to repair this section of culvert under the lane on a without predjudice basis, the culvert remaining the long term responsibility of the riparian owners who it is accepted are unable to easily close the lane without LCC assistance. The work now scheduled for Monday 24th November will entail digging the tarmc road surface up and installing a plastic pipe culvert.
Further Road Closures:
A new water connection to be installed as reported in The Stamford Mercury article of 22nd August as taking place on the 19th October is nothing to do with the surface water drain clearances! A separate road closure Order for this has now been notified for Sunday 19th October on Barholm Road (Between 380m & 430m North of A1175) throughout the day. These works are in addition to the National Grid work advertised for Barholm road between the 6th and 9th October that may or may not happen as per the A1175 works on the Main Road through the village advertised from the 11th August to 4th November and yet to start as of the date of this report? A further variable road closure has been notified affecting the A1175 Stamford Road/Deeping Road (Between A15 Market Deeping Bypass & Barnack Road) Uffington/Tallington. Reason Surface dressing pre-patching. Restrictions to be implemented for 5 days as and when required 22nd September 2025 to 31st March 2026. Signage detailing accurate dates and times for all above will be displayed on site in advance we are advised.
Maxey Cut Bank erosion works – Works to repair the embankment upstream of Tallington: This is at the location known locally as ‘the waterfall’ and is erosion that was discovered after trees were removed. The Environment Agency Field Team have this programmed in once repairs at Elton flood embankment are complete. It is anticipated this will be in the next month- date TBC.
Additional measures around River flap valve – Works to remove sandbags/ sheeting at the flap valve and replace with permanent solution:
A gate or ‘slacker’ was to be installed on the village side by the EA. This would usually be open to allow drainage of surface water but can be closed to prevent river water backing up. The replacement of the flap valve in May this year itself should prevent this occurring now but this would be an additional protection. The decision to operate the structure would be taken by EA duty teams based on catchment conditions and weather forecasts. However preliminary work on the 22nd September revealed that the gate would not fit the concrete head wall as presently constructed and provide the required seal. The EA are now considering alternatives including possibly a winter bung. The Parish council are still requesting a mesh filter be installed as well to prevent potentially blockages of the flap valve from fallen tree branches and other road rubbish.
Section 19 report. Version 11 the final report was published on the Parish council website on the 4th September along with an updated version of the 16th August Towers and Spires report. All homes affected by flooding and who were written to by the LCC Floods and Water team were sent a copy of the final report by the Parish council on the 28th August following our query over the out of date LCC online summary. LCC have now updated the ‘Floods and water flood investigations reporting’ website along with updates on progress. This will continue to be updated following the monthly Multi Agencies Group meetings.
