TALLINGTON PARISH COUNCIL
Minutes of the Parish Council Meeting
held in the Village Hall on Monday 16th March 2026
immediately after the Annual Parish Meeting.
Present: Chair Cllr P Sagar, Vice Chair Cllr J Smith, Cllr R Sorrel, Cllr J Knox, Clerk N Smith and 7 members of public.

No points raised.
Cllr Sagar opened the Council meeting.
106/25. Chair’s remarks: Cllr Sagar re-iterated that the Annual meetings must be held between 1st March and 1st June. Annual Parish meeting had been moved to March so only 2 meetings held on an evening not 3 in May as in previous years.
107/25. Apologies for Absence and reasons given: D Cllr R Trollope-Bellew sent apologies. It was resolved to accept the apologies.
108/25. To receive any Declaration of Interest: None declared.
109/25. To agree and sign minutes of the Parish Council Meeting held on 14th January 2026: The minutes were approved as a true and accurate record and signed by the Chair.
It was Resolved to bring Agenda item 9 (D and C Cllr reports) forward and move this Agenda item to future Annual Parish Meeting Agenda. See Minutes 113/25 below.
110/25. Clerk’s report:
- Hours worked in January 39.5, in February 19.5.
- Website – broken links to LCC & SKDC websites removed
- Cllr Sagar still to review old Plan and Rail Crossing content which LALC webmaster
suggested could be removed. Action: Cllr Sagar.
- Two village Notice Boards need repairs as the wood is rotting.
Clerk obtaining 3 quotes.
Clerk to enquire if an SKDC grant available for this work. Action: Clerk
- The Council Insurance policy cover has been updated to specify the large MG maintenance and
flood equipment to value of £6,000.
- LCC Bus Shelter grant details received. Council does not own the bus shelter, it is in good
repair.
- Metro Bank: email contacts updated to new .gov emails
- HMRC: letter received by Council regarding outstanding tax for previous Clerk. Response has
been posted, a reply could take several months.

It was resolved to accept payments as presented.
Bank Reconciliation: Cllr Sorrell returned the Reconciliation folder. Jan and Feb Bank Statements and Invoices, plus missing details for Sept/Oct handed to Cllr Knox for checking before the May meeting.
IA feedback indicated that the Reconciliation needed more information checking. Clerk working on the improved procedure. Action: Clerk
Current Account balance as at 16th March was £1,931.33.
Clerk Laptop: replacement purchased and data transferred to new laptop. It was resolved to dispose/donate the old laptop after hard-drive has been wiped. Action: Clerk
Income: H&R account interest of £633.85 moved to Current account.
: VAT refund of £ 239.35 to be claimed after year-end.
Budget 26/27: Precept form emailed to SKDC before deadline of 16th January.
Metro Bank: now charging a monthly Account Maintenance Fee of £3.
It was Resolved that interest received on the Instant Access account to be moved to current account after Year end.
112/25. Planning: - S25/2282: reduction of Pine trees at entrance to St. Lawrence’s path being heard by
Planning Committee on 19th March.
- S25/2449: Care Home advertising. Not yet active application.
- S26/0001: Whistle Stop pub to Residential. Council supporting application.
- The Barnack traveller site appeal was heard early March. Inspector’s report may take some time.
The weekly Planning Update from SKDC is circulated to all Councillors for information.
113/25. Reports from District and County Councillors: C Cllr A Baxter report:
- Flood and Highways hack a budget of £12mill to tackle £100mill of repairs.
- Reform leaders have not made use of allowed higher increase to Council Tax and therefore unable
to cover necessary spending.
- LGR: 1 year timescale for government to decide direction for each county.
Elections for Shadow Councillors in May 2027.
Lincolnshire spent approx. £1mil on proposals.
D Cllr V Smith report:
- SKDC had a 2.99% increase of Council Tax
- Community Awards nominations close 31 March.
- COVID memorial trees have been installed.
- Food waste collection starts 13 April 2026.
- Trees at footpath to St Lawrence Way – being heard by SKDC planning committee 19/3.

Concern raised with the Councillors re speeding late night lorry traffic. This can be reported to LCC on Lorry Watch. Lincs Road Safety Partnership to be contacted re cost of speed signs that can record data for downloading as evidence of speeding. Action: Clerk
114/25. Multi-Agency Meetings (AW, EA, NR, LCC, IDB): Cllrs Sagar and J Smith attend all meetings.
Latest meeting 4th March, Next meeting 2nd July.
- National Grid no updates.
- Network Rail missing cover for new inspection chamber allowed a Muntjac to fall in. Survey to be done for pipe under railway. More funding needed for new changes to take place.
- Anglia Water further work needed at old PO and The Gables will have to wait for new budget year. AW and other agencies seeking new funding for whole surface water system to be replaced or a section at least from Old PO to the Walnuts.
- LCC Highways kerb raising work due to start w/c 16th March.
- EA have installed mechanical bung in Flap Valve. Penstock installation not possible at present due to lack of concrete collar at pipe outlet and poor state of concrete headwall. New headwall being proposed by EA. Council have reported Badger setts at ‘waterfall’ and road bridge.
- Cement Works On-site meeting still required to discuss accumulation of rubbish in the culverts adjacent to the cement works. SKDC to arrange.
- Full report by Cllr Sagar included in Towers and Spires magazine distributed to residents but written 2 weeks before distribution so later update posted on Parish Council website.
115/25. Millennium Green:
- Daffodils flowering well around the Green.
- Bank area set with grass seed.
- The ride-on mower being used to cut grass requires a service. It was resolved that the Council will pay for the service this time. The mower will probably need to be replaced next year.
116/25. Canal Lock gate: Work to clear the brambles and weeds to commence soon. The area will then have annual maintenance to keep it tidy.
117/25. Domain & Email changes:
- New IT policy. A shorter more suitable version to be circulated for adoption at May meeting.
Action: Clerk
- All Councillors confirmed use of .gov emails
- Councillors reminded to complete GDPR form and return at May meeting. Action: All Cllrs
118/25. AGAR 25/26:
- It was Resolved to adopt the following: Complaints Procedure, Data Protection Policy, Publication
Scheme, Risk Register, Subject Access Request Procedure, Transparency Code for Smaller
Authorities. Action: Clerk to post on website.
- The Risk Register to be reviewed regularly throughout the year.
- External Auditor due to send AGAR forms w/c 23 March.
- Internal Audit year-end will be done in April.
119/25. Asset Register:
- New laptop had been purchased for the Clerk.
It was resolved to dispose/donate the old laptop after hard-drive has been wiped. Action: Clerk
- Register has been reviewed and updated, to be added to website. Action: Clerk
120/25. Dates of Next TPC Meetings: Wednesday 13th May (+Annual Parish Council meeting), 15th July, 9th September, 11th November, and 13th January 2027.
