Minutes of the Parish Council Meeting
 held in the Village Hall on Wednesday 14th January 2026.
 
Present: Chair Cllr P Sagar, Vice Chair Cllr J Smith, Cllr R Sorrel, Cllr J Knox, Clerk N Smith and 1 member of public.

Public Forum (The Public Forum does not form part of the meeting of the Parish Council)
 No points raised.
 
Cllr Sagar opened the Council meeting.
 
083/25. Chair’s remarks: The previous weekend there had been Flood Alerts due to the high level of rain fall. Water had been noticed in the ditch on the village side of the flap valve. This could be due to seepage through the gravel banks or the valve. Photographs will be forwarded to the EA to encourage them to speed up the installation of a bung or gate as promised. 
 
The river bridge road pot-hole has been filled in.
 
 084/25. Apologies for Absence and reasons given: C Cllr A Baxter and D Cllr V Smith sent apologies. It was resolved to accept the apologies.
 
085/25. To receive any Declaration of Interest: None declared. 
 
086/25. To agree and sign minutes of the Parish Council Meeting held on 19th November 2025: The minutes were approved as a true and accurate record and signed by the Chair.
 
087/25. Clerk’s report:
- Hours worked in November 39.5, in December 20.5. 
- Website – Cllr Sagar reviewing changes to website content suggested by LALC webmaster. Action: Cllr Sagar.
- The Care Home has applied for planning for the advertising board. S25/2449 awaiting further information. Council will invite Care Home to attend a future meeting to discuss the application. 
- Letter to be sent to owner of overgrown hedges blocking Main Road walkway.  
Action: Clerk to draft letter.
- The Council Insurance policy cover for the MG maintenance and gardening equipment to be reviewed again following feedback from IA. Action: Clerk
- Barnack School Association had emailed asking if the Council would consider a contribution towards replacement of the ‘bandstand’ in the school ground. The Council felt it was unable to contribute due to the increase in Precept required this year to cover priority Parish expenses. Action: Clerk to respond to BSA.
- H&R BSoc: Interest received at end November. Required 90-day notice has been given to allow for this money to be moved to the Metro current account. H&R form to have future interest paid direct to current account completed and signed by Chair and Clerk.

- Metro Bank: Change of Contact forms completed to update email addresses on the accounts to Chair, V Chair and Clerk .gov emails. Forms signed by Chair and V Chair.
- HMRC:letter received by Council regarding outstanding tax for previous Clerk. Response to letter being drawn up.

Donations: To PCC for 25/26 of £600 will be paid 30 January 2026.
Repair of VH pedestrian gate not yet completed. Cost to be invoiced to VH&PFA. 
 
Bank Reconciliation: Cllr Knox returned the Reconciliation folder, details missing for 2 bank entries. Clerk to print out and forward for checking. Nov and Dec Bank Statements and Invoices handed to Cllr Sorrell for checking before the March meeting.
IA feedback indicated that the Reconciliation needed more information checking. Clerk to identify and set up improved procedure. Action: Clerk
Current Account balance as at 13th January was £4,093.90.
 
Clerk Laptop: needs replacing as the current one is not compatible with Windows 11 and is very slow. It was resolved to set budget of £700 plus additional fee for data transfer if required. Action: Clerk 
 
Income: H&R account interest of £633.85 
   
Budget 26/27: Clerk, Chair and Vice-Chair had gone through Proposed Budget and amended various figures to help set a reasonable Precept.
The Proposed Budget and Cllr Sagar’s Precept proposal were discussed by Council.
It was resolved to accept the Budget and set the Precept for 2026/27 to £11,500. 
SKDC Precept form completed and signed by Clerk.
Action: Clerk to email form by 16th.
 
Playing Field(PF): a notice has been put up on the PF board asking for donations to maintain the equipment. A QR code linked to a Just-Giving account has been set up, rather than having a cash box on site.
 
089/25. Planning: - S25/2004: new entrances to cement works on Barholm Road has been approved.
       - S25/2282: reduction to umbrella and side branches of Pine trees at entrance to St. Lawrence’s path awaiting Planning Committee meeting. Council is supporting the application.
The weekly Planning Update from SKDC is circulated to all Councillors for information.
   
090/25. Reports from District and County Councillors: D Cllr V Smith had sent a report.
- Food waste collection: From 2026 as part of a national directive. Households will be given two bins (5l kitchen and 23l outdoor), likely distributed January 2026. Collections due to start Mar/Apr 2026. Further details https://www.lincolnshire.gov.uk/types- waste/food-waste/5 
- LGR: No updates
- Trees at footpath to St Lawrence Way - SKDC are following up on this as per previous emails.
- D Cllr V Smith to be asked to follow up village complaint about Madeira Lodge on Main Road  leaving all their waste bins on the roadside and blocking the path for pedestrians.
 
 
 
091/25. Multi-Agency Meetings (AW, EA, NR, LCC, IDB): Cllrs Sagar and J Smith attend all meetings.      
      Latest meeting 7th January, Next meeting 4th March. 
      -    National Grid no updates.
- Network Rail contractor CML removed some debris via the new access chamber. Further work required.
- Anglia Water undertook a camera survey of the pipework under Mill Lane. Full clearance achieved by using a jetting chisel. AW addressing issues over poor pipe repair by Nat Grid in July.
- LCC Highways have acknowledged that their contractors are not supervised on-site by an LCC manager. Date for agreed kerb raising tbc.
- Casewick Lane under road culvert replaced by LCC Highways on 2nd  December. Water flowing well. SKDC have agreed to include the complete length of Casewick Lane dykes from the Main Road in their annual maintenance schedule.
- EA to be sent photos of water seepage following recent high river level due to rainfall. Council to push for Flap Valve to have the promised bung installed.
- Errosion of river bank at ‘waterfall’ upstream, reinforcement work still pending with no resolution date set.
- Cement Works On-site meeting between T Amblin-Lightowler from SKDC, Cllrs Sagar & J Smith, M and A Thurlby, Nick Morris (WILDB) and the works manager to be held to discuss accumulation of rubbish in the culverts adjacent to the cement works.
- Full report by Cllr Sagar included in Towers and Spires magazine distributed to residents but written 2 weeks before distribution so later update posted on Parish Council website.
 
092/25. Millennium Green: 
      - 10 trees to replace those that did not survive the Summer have been planted.
- Bulbs set recently are already showing. 
- Bank area partly ready for new grass seed to be set on 17/01/26, starting at 2pm.
 
093/25. Canal Lock gate: Several quotes received however contractors have a problem disposing of rubbish. Further discussions to decide who to use for work. Action: Chair/V Chair
 
094/25. Domain & Email changes: 
       - Clerk reminded Councillors that they need to start using the new .gov emails and to confirm when they start. 
       - Clerk already using and notifying contacts of new address.
       - New IT policy available. To be amended as required and circulated for adoption at March meeting. 
       - All members of Council also need to complete GDPR form sent out by Clerk.
 
095/25. AGAR 25/26.
       - Interim IA still showing many areas have weaknesses.
       - Clerk proposed that the outstanding statutory documents and policies would be circulated weekly. This would give Councillors time to review each item in preparation for adoption at the March meeting. 
       - Minutes need to include more information in relation to money being spent.
       - Need for Budget, and improved Bank Reconciliation.
       - HR contract and review still outstanding
       - Remote link into meetings not allowed. However meetings can be viewed if requested by absentees but without their participation.
    
096/25. Dates of Next TPC Meetings: Monday 16th March (+Annual Parish meeting), Wednesday 20th May (+Annual Parish Council meeting),  15th July, 9th September, 11th November, and 13th January 2027.
