Tallington Parish Council

Minutes of Parish Council meeting held on Tuesday 8th November 2022

Present: Chairman Cllr P Sagar, Vice Chairman Cllr J Smith, Cllr J Brocklebank, Cllr A Hassall, Cllr K Otter and Parish Clerk W Gray, 2 members of the public were also present.

Minutes

 

1. Public Forum – No questions.

 

2. Opening of Meeting – Cllr Sagar welcomed everyone to the meeting.  Cllr Otter has information on Parish online mapping via LALC (in particular Cllr training) happy to pass info to Cllrs who may be interested.

 

3. Apologies for Absence – Cllr K Cooke, Cllr R Trollope-bellew, Cllr Mackenzie, resident Ann Knox and daughter.

 

4. Declaration of Interest – None.

 

5. To agree minutes of Parish Council Meeting 20th September 2022 – all in agreement for minutes to be signed.  

 

6. Matters arising from the above minutes – None.

No new application re Reading Room, Cllr Sagar has spoken with individuals.

 

Cllr Otter – Church Lane green area – scanner van seen carrying out roads survey – met new highways man in Church Lane checking up on tarmac and the holes – pointed out one entrance to John’s field, footpaths people have been monitoring and ensuring footpaths safe.

Vandalism – village hall report.

Cllr Sagar reported on meeting held on 22nd September at West Deeping Quarry Offices – West Deeping and Tallington were represented.  Cemex did not send representative – field work done and will be a public exhibition possibly in November – no dates yet.  When exhibition gets announced suggest representatives from Parish Council go along.  Next meeting scheduled for March 2024

 

7. Finance

All above payments approved by Cllrs Present.

8. Planning

No new applications received.

S22/1818 The Hayloft 6 Searson Close – details re condition S21/2284 approved 14th October 2022.

S22/1681 5 Red House Paddock – Planning permission granted.

9. Mallard Pass Solar Farm – all quiet at the moment.

10. Millennium Green – grass cutting update.

11. LCC & Footpath No. 4/TPC paths – LCC volunteer scheme, still best way of getting any work done to paths in Millennium Green and Village hall Car Park – high cost of labour provided free with only of equipment and materials costs paid by Parish Council/ Village hall committee. Village hall have agreed the works proposed and funding of materials and equipment for car park repairs. Further site meeting planned with Ellie Baker in early February to agree final works for MG paths.

 

12. Trees – Revised plan was mostly accepted with the exclusion of 5 trees bordering the hedge at the back of Jacqueline Knox’s property. The meeting thought they would be too close to the existing trees /hedges.

Request from Jackie - could that area be used as a wild flower meadow as had been attempted some years ago and the meeting agreed.  She wanted to make sure that we have not forgotten about the area for wildflowers dedicated to her late father just behind her property and designated as a wildflower garden in memory of W Knox. She also wondered which trees might be planted as it would be a good idea to avoid horse chestnut and walnut in favour of more diverse trees with lots of berries for birds and wildlife if these points could be considered. Even if it means small trees with wildflowers underneath. The meeting requested that Cllr Mackenzie, the Chair and she meet to finalise the choice of trees.

 

Ref a watering plan Cllr Sagar raised Cllr Mackenzie’s concerns again of a lack of a comprehensive watering plan. However the meeting again felt that with offer the of support from residents presented at the September meeting to water during periods of draught via a possible water supply from adjacent field of M Thurlby that a volunteer system was sufficient.

On the basis of the above all Cllrs present wished to go ahead.  Cllr Mackenzie to be requested to clarify what quantities and parish councils will be involved.

 

13. Environment Agency – nothing happened since last meeting – have on their list to repair fence both sides of the river, keeping an eye on hemlock situation, deal with rabbits before Christmas. Re-install of missing vertical pipe as part of valve guard on Bainton side of river just upstream from road bridge.

 

14. Reports from Councillors – Defibrillator – training schedule – Village Hall to discuss and organise training.

 

Remembrance service at St Lawrence Church on Sunday 13th November at 12noon.

 

Anglian Water work in village – over last few weeks Anglian Water has spent a lot of time in village carrying out installation of soakaways or water butts to a number of houses (where no soak away possible) including the Residents home.

 

No update from Heron’s Trust.

 

15. Village Hall and Playing Field reports – Hall Bookings are picking up. Vandalism in playing fields discussed and possible use of cameras being considered but there are some issues with this. Cllr Sagar reported that all smoke detectors in hall had been upgraded. Some further work still to be finished in the hall.

Xmas family Disco organised for Sunday 27th November and it is hoped that a family quiz to be organised by Sam and Danny Peeroo can be run on the 11th December.

 

16. Public Forum – bins outside the village now back on the layby – Cllr Sagar will raise again with Cllr Cooke. 

 

17. Date of Next Meeting: Tuesday 10th January 2023 commencing at 7.30 p.m.
