Tallington Parish Council
Minutes of Parish Council meeting held on Tuesday 17th May 2022 following Annual Parish and Annual Parish Council Meetings
Present: Chairman Cllr P Sagar, Vice Chairman Cllr J Smith, Cllr J Brocklebank, Cllr A Hassall, Cllr Kelham Cooke. Parish Clerk W Gray, 3 members of the public were also present.
Minutes
1. Public Forum – Rubbish on Playing Field blowing all over the place. Hedge to be cut on the roadside of the Playing Field. Cllr Hassall reported Gary’s Gardens will be doing the work.
2. Opening of Meeting – Cllr Sagar welcomed everyone to the meeting.
3. Apologies for Absence - Cllrs J Mackenzie and K Otter. Cllr Rosemary Trollope- Bellew.
4. Declaration of Interest – Planning Ref S22/0820 Cllr Smith abstained.
5. To agree minutes of Parish Council Meeting 8th March 2022 – all in agreement for minutes to be signed.
6. Matters arising from the above minutes – Co-option notice for Cllr vacancy posted on notice boards.
7. Anglian Water/LCC – Cllr Sagar has spoken with Rose Shisler ref Anglian Water/LCC ref work carried out Monday the 21st to 31st March. AW response – “The planned work has been completed on the culvert. During this work, we were able to remove a large amount of silt and it will therefore alleviate the risk of surface water flooding. Whilst this work will provide an improvement to the village, we were not able to remove 100% of the debris. The only way to do this would be to excavate the road, remove the top of the culvert and relay and reinstate. We are obtaining a quote for these works but it is likely to be in the region of £400k-£500k. We have spoken with LCC in detail about this and sadly it is highly unlikely that either organisation will be able to find sufficient funds to complete these work. Once we have the quote we will be able to confirm definitively. Overall, we and LCC were pleased with the amount of debris we were able to remove and appreciating its not a 100% fix, this is still good news for residents. We are still planning to attend to the residents properties where the surface water incorrectly drains into the foul system including agreement to fund the Care Home to remove their surface water (forecasted value ~£14k) as well as visiting residents to help rectify any issues. We are hoping to start this in June/early July and will be in the village for about 70 days. This and other work in the community will mitigate the risk of flooding in Tallington.”

9. Planning
S22/0820/0821 - Discussion
Tallington Parish Council believes that this application should be examined more closely due to the inconsistencies highlighted at the meeting and clarification sort as to the eventual use. Also that the existing historic wall that has been widened should be restored. Clerk to respond to SKDC planners by 26th May.
10. LCC & Footpath No. 4 – It is hoped that once LCC have obtained quotes for improvement works to canal basin footpath, work can commence and LCC can adopt footpath as correct route of footpath no 4. Cllr Sagar also reported on meeting with Ellie Baker, LCC Volunteer Project leader reference potential support from LCC contractor list labour force to complete projects in the Parish. MG footpaths, Village Hall Car park and Casewick lane overgrown hedge and ditch were discussed. Awaiting report back from LCC on possible support.
11. Trees – Cllr Sagar read out Cllr Mackenzie’s report including responses received so far from neighboring parishes to share in to our request for trees – eforests can only support projects of 150+ trees. TPC could not accommodate that amount alone on land in the Parishes ownership. Cllr Smith reported that the diseased chestnut tree on the Millennium Green had been removed by David Palmer Tree Services and the invoice paid.
12. Environment Agency – Majority of work now complete with protection to cleared flap valves and vales released and all working. New flap valves are however going to be replaced.
13. Church Lane Green Area – Kerb damage by EA contractor – LCC highways to repair shortly.
14. Community Cleaner – 1 applicant, Cllr Sagar will interview and further update job description.
15. Reports from Councillors. Nothing to add to reports given in Annual Parish meeting, Cllr Cooke reported on statue of Margaret Thatcher that went up in Grantham recently.
16. The Queens Platinum Jubilee celebration – 4th June Barn Dance cancelled due to lack of volunteers. Cllr Smith advised Uffington were arranging for a photograph to be taken - perhaps this might be something Tallington residents would like to take part in. Cllr Sagar and Cllr Hassall will circulate a note to all residents inviting them to come along and join in (Sunday 5th June on the Millennium Green) Cllrs asked to pass word around and publish in Towers & Spires.
17. Village Hall and Playing Field reports – as per Annual Parish meeting.
18. Lock Gate – Idea originally to clear – needs to be cleared and grassed or will just grow over with weeds etc. (at time of minutes being issued lock cleared by Shilling family)
19. Public Forum – Provisional date for aerial photograph 5th June at 10 am on the Millennium Green.
