Tallington Parish Council
Minutes of Parish Council meeting held on Tuesday 12th July 2022 
 
Present: Vice Chairman Cllr J Smith, Cllr J Brocklebank, Cllr A Hassall, Cllr K Otter and Parish Clerk W Gray, 1 member of the public was also present.
 
Minutes
 
1. Public Forum – 
Cllr Hassall - bridge across Bainton Road vehicles are double parking, lorry could not get through.
Cllr Brocklebank – overgrown vegetation (had asked for area to be cleared) on left hand side end of Church Lane– both sides owned by Thurlby’s.  Request to ask Mr Thurlby to cut back!
Anglian Water – will be discussed later in meeting.
 
2. Opening of Meeting – Cllr Smith welcomed everyone to the meeting.
 
3. Apologies for Absence - Cllrs J Mackenzie and P Sagar, District Cllrs K Cooke and R Trollope-bellew, resident Anne Knox.
 
4. Declaration of Interest – None.
 
5. To agree minutes of Parish Council Meeting 17th May 2022 – Cllr Brocklebank proposed, seconded Cllr Hassall, all in agreement for minutes to be signed.  
 
6. Matters arising from the above minutes – Anglian Water – email in March saying hope to start work in June/early July – in village about 70 days. Cllrs Sagar and Smith to chase up.  Cllr Otter reported majority of work done by CCTV reporting back to contractors – AW know what problem is and what needs doing.  Opposite Bainton Road services gulley’s covered in not fit for purpose, between that and paperwork is where problem is, work has got to be started on.  Understand dug up and proper pump in!  May have to provide soakaway.  Cost of redoing work should be AW problem!
 
Highways – between St Lawrence Way and Tallington Sign – there is a fallen tree!
Coming from Uffington just before layby ** growing right up to road edge, plus fallen tree in clearing.
 
7. Finance

8. Planning
S22/0820 and S22/0821 The Crooked Billet – consent refused.
S22/0494 and S22/0588 – applications withdrawn by applicant.
Conversion of a Garage, Workshop and Storage Building to provide a Dwelling, Moorelake, Barholm Road – application has gone to appeal.
S22/0756, S22/0757, S22/0758, S22/0759 – applications reported to the Planning and Regulation Committee 
9. Mallard Pass Solar Farm – Stage 2 statutory Consultation.  TPC Response – Although TPC recognise that there is need for rapid growth of solar and wind power so that the area and country can become more energy self-sufficient, the TPC do have concerns over the large development of this scheme. There are many factors requiring clearer explanation by the developers. These include – the general large size, performance and location, the way batteries to be used will be stored, bio diversity and loss of habitat, impact on local traffic and transport, impact on recreational facilities, construction issues, potential flooding impact, archaeology and heritage disturbance. A key over-riding concern is the intention to redefine use of a significant area of agricultural land away from food related production.  
Considerable further re-assurance is required, therefore, by the scheme developers not only to Tallington residents but also to all other neighboring villages to enable our support for this scheme to proceed.
Consequently, TPC are opposed to this proposed development.
10. Millennium Green – grass cutting proposal from Red House Paddock residents.
Rob Golland currently cutting the MG.  Concern from residents re state it is left in once cut.  Mr Baldock (resident) thinks they could do a better job, will provide quote (not had any formal quote back yet!  Spring Meadow area Red House Paddock to Mill Lane (PS has told RG not to cut again until we go back to him).  Action: go back to Mr Baldock for proposal to be put forward before next meeting in September.
 
11. LCC & Footpath No. 4/TPC paths – update – when Julian did work to clear paths left a lot of rocks exposed on the surface – he will remove them but not done yet.  If we can find suitable surface to put down (Breedon) then LCC will provide labour free of charge!  Cllr Brocklebank commented Cllrs Brocklebank, Mackenzie and Otter were asked to do now Cllr Sagar has taken over!  Can Cllr Sagar keep us in link with discussions with Breedon – expand!
12. Trees – update on tree planting scheme – Cllr Mackenzie sent his apologies (not able to attend meeting).  There was NO final proposal on the table received from him for discussion / review.
In his absence we did discuss tree planting in general on the green.
We did agree that trees should be planted but certainly not across the whole green.  Any trees planted should be of a harder wood variety (i.e. ash, oak, sycamore, chestnut).
We agreed to defer for further detailed discussion on where the trees get planted until the next meeting in September when hopefully Cllr Mackenzie will be present and he can talk us through his final proposal which hopefully he would circulate prior to that meeting.
In the discussion on 12/7 Cllr Smith made the point that we should not contemplate planting any trees until December / January time at the earliest subject to the ground being snow and frost free.  
Proposal that a tree is planted to celebrate the Platinum Jubilee!  MG is best area!
Cllr Smith will take action to come back to next meeting (where Jubilee tree can go)!
Action: Cllr Mackenzie –look at what types of trees we can get, cost.
13. Environment Agency – River bank flat valves etc update – valves that have been insitu for 70 years renovated and function at this moment in time.  AW assured will be replaced with new valves but not done yet.  Cllr Smith chasing Project Manager go get new one’s put in as originally discussed.  Flat valve work Bleak Farm up to this die of the bridge – Cllr Smith chasing them on this!
 
Chris Fuller reported that there was Hemlock on the River Bridge area – Cllr Smith advised EA who advised they have done a couple of extra cuts this year in an effort to keep growth down. 
 
14. Church Lane Green Area – Kerb damage, planters & planting update – planters are in place, look very nice.  3 trees/shrubs growing in each one.  Some plants have been put in front of tubs to offset trees.  Lots of people involved – building, soil, bushes, planting.  Cllr Smith proposed, seconded Cllr Hassall – thank you to everyone involved in working on project.  Question could we fit another planter in area near John Smith’s field (deter anyone from getting in the back)? Cllr Smith will discuss with Cllr Sagar.
 
15. Community Cleaner Update – problem with volume of dog waste bags can be left (once removed from – Parish Council in discussions with SKDC) CC does not want to put in own bins!
 
16. Reports from Councillors.  
Cllr Otter reported on Stamford North Bypass – culmination of Tallington Bypass – there will be serious traffic issues for Tallington if this goes through – no forward planning whatsoever on infrastructure.
 
17. Village Hall and Playing Field reports – Do Rospa check on play equipment?
