2020-11-24 Minutes Extra Ordinary Parish Council Meeting
Present: Councillors Brocklebank, Gash, Olver, Mackenzie, Sagar, Smith and Parish Clerk.

MINUTES
Councillor Sagar as Chairman opened the meeting with the following statement:-
“The Original intention of tonight’s meeting as outlined in my email of the 16th November 2020 was to call an Extra Ordinary Parish Council Meeting to discuss items outstanding from the meeting of the 10th November that I and other Councillors felt could not wait until the January 2021 meeting. This meeting is legally called and is in line with model standing orders and it is not an EGM.
The Millennium Green committee still needs to meet and report back at the meeting in January.
Cllr Sagar asked if anyone had any questions – no questions raised. Meeting proper commenced.

2. Opening of Meeting
Meeting 11th November dictated that a further meeting needed to be had to clear up additional points.
3. Apologies for Absence
Cllr Sagar had received an irate email from Cllr Otter only 2.5 hours before the scheduled meeting start time complaining ref the actions of the Chair and at the end of which he maintained that he did not need to apologise for not attending a kangaroo meeting? A Member of the public (ex Councillor) advised that each Parish Councillor has a duty to apologise for non attendance at meetings – and that the clerk should write to that particular Councillor reminding him of his duties.
Cllrs Kelham Cooke and Cllr Rosemary Trollope- Bellew as attending another meeting.
4. Declaration of Interest
(Councillors are reminded of their obligation under the Code of Conduct to declare pecuniary interest) – None.
5. Election of Vice Chairman
Councillor Sagar reported that so far there was one volunteer in Cllr Smith but asked for any other nominations for the role of Vice Chairman – two names were put forward Cllr Smith and Cllr Otter.
A vote was taken and Cllr Smith was elected.
Cllr Smith accepted the role. The Parish Clerk will send the necessary paperwork to Cllr Smith for completion.
6. To agree minutes of 10th November 2020
Cllr Mckenzie proposed that the minutes reflected a true and accurate record of the meeting, seconded Cllr Olver, all Councillors were in agreement.
7. Matters arising from above minutes
Herons Trust £5000 Grant to Parish Council – Cllr Sagar has already written to Louise Isaacs to thank the Herons Trust. All Councillors were in agreement with that action.
Bypass Committee. Cllr Mackenzie queried if any further news. Cllr Sagar repeated the situation to date as per the minutes i.e. that whilst LCC leader Cllr Martin Hill’s response had been negative to the main proposal he had though agreed that funding of the new road links is the issue, which we should focus our immediate efforts on.
8. Finance
Consideration for Approval of a new Investment savings account with the Melton Building Society (Millennium Green monies) & Signatories
Cllr Sagar recommended setting up a ‘Business 100 day notice account’, currently offering 0.5% interest being better than anything else found available.
Cllr Smith proposed we do not reinvest the full amount but leave some working capital to part pay for any works on the MG.
Parish Clerk suggested reinvest £28,000 thereby leaving 1,500 as a works balance etc.
Councillor Olver proposed opening the account with the Melton Building Society and agreed opening account with £28,000 was a sensible idea. Councillor Brocklebank Seconded the proposal, all in agreement.
Signatories on Melton Building Society account – Councillor Sagar proposed same signatories as on the Lloyds Bank account i.e. Councillors Brocklebank, Sagar and Smith – seconded Councillor Olver, all in agreement.
Councillor Sagar will arrange with Melton building Society branch in Grantham the required competed paperwork and will arrange to take into the branch.
9. Field in Trust Dedication (Millennium Green)
New Land Registry forms have been handed over to Cllr Sagar now from Geoff Mayling and need to be completed with address Tallington Village Hall rather than an individual. Process and reasoning discussed and Parish Clerk will re submit paperwork asap.
10. Millennium Green Improvements
Cllr Olver was initially asked to take this project forward. Cllr Olver reported on what had happened since last meeting and the difficulties he had encountered.
Cllr Olver also updated the meeting on his proposal (circulated by email) in connection with asking the County Council to install a Zebra crossing on Main Road in front of the Nursing home. He had been in contact with LCC Cllr Rosemary Trollope-Bellew and she was seeking further information. All agreed a good idea and Cllr Olver to report back at next meeting on this additional idea.
11. Land Used for Parking (Corner of Church Lane). Cllr Olver reported on suggestions and Cllr Smith expressed the need for some temporary measures pending sub committees report in January. Offers of financial assistance were received from Cllr Sagar and Mackenzie if it would help in the short term. Cllr Olver to liaise with Cllr Smith.
12. Proposal to Apply to Land Registry re item 11 and cost thereof. As the Council have yet to receive recommendations in detail from the Committee it was agreed to carry over to January meeting with the recommendation in the interim that Land searches/investigations be commenced ref utilities etc
Ref Items 10, 11, 12 above. This had been referred to by Cllr Otter in emails as the TPC Maintenance Committee, which would cover all 3 items. Cllr Sagar pointed out that this was not what was agreed at the 10th November meeting but that a Millennium Green and Land at end of Church lane sub committee had been agreed. Councillor Olver was asked to lead along with Councillors Brocklebank and Otter. Councillor Mackenzie happy to join this Committee. All Cllrs present in agreement with suggestion and committee to report back to next meeting.
Note: Chairman and Vice Chairman can join committees/sub committees at any time.
Committee will also report on Tree on Millenium Green and decide its fate. Remove or keep by the time of the March meeting. Keep on Agenda
13. Playing Field
Village Hall Committee obtained quotes for items needing repair on Playing Field. Service/strengthen Zip Wire and replace boards to meet ROSPA standards. A frame no longer needs welding just new bolts. Also new safety surface around the children’s Roundabout. Quote from Team Sports £5,317.20 – Village Hall request Parish Council to pay invoice and claim back VAT with reimbursement from Village Hall Committee. Councillor Sagar proposed, seconded Councillor Gash. All in agreement.
14. Reports from Councillors
Cllr Sagar – advised the need to produce a Budget (MG/End of Church Lane etc), for any spending by Parish Council in year 21/22. Committees should report before end of December to Parish Council Clerk any requirements. We can then consider at January 21 meeting and if needs be justify increasing precept if necessary to make good any shortfall we could have from Grant funding monies being sought (yet to agree).
Councillor Sagar reported that current Standing Orders were approved July 2007 – New Model Standings Orders had since been recommended by LALC in 2018 (further updated 2020 for COVID)– Parish Council need to consider adopting latest version. Some are recommendations only (Not compulsory in their entirety). However there were recommendations that are mandatory. Cllr Sagar will seek further advice from LALC and report back at January meeting.
15. Public Forum
Damage to wall – entrance end Playing Field/LI property – fallen rock bringing down another one with it (whose liability?) look at insurance re incidental damage.
Speed Signs – It was pointed out that this is a 2 man job – need to do Risk Assessment and Health and Safety Check (Parish Council could be liable).
Mill Lane speeding – Cllr Trollope-Bellew looking into.
16. Date of Next Meeting: Tuesday 12th January 2021 at 7.30 p.m.
The Chairman closed the meeting by reminding all that as a Parish Council we are all surely involved solely for the betterment of the village and wellbeing of all the residents. We are not a District or County Council and should work within our remit and as a small group of volunteers we need to work together in harmony and with respect for one another.
Cllr Sagar closed the meeting at 9.10 pm.
