Parish Council Meeting held (via Zoom) on Tuesday
14th July 2020

THE MEETING WAS HELD REMOTELY


In Attendance: Parish Councillors Joan Brocklebank, Geoff Mayling, Justin Mackenzie, John Olver, Ken Otter, Philip Sagar and John Smith, District Cllrs K Cooke (joined meeting at 7.49pm) and R Trollope-Bellew.  Members of the public in attendance Swanston Family (Uffington), Banks Family (Newstead), Maggie Ashcroft and David Ward (West Deeping Parish Council).

20-07 / 1. Public Forum: None.

20-07 / 2. Opening of Meeting: Cllr Mayling welcomed everyone to the meeting.

20-07 / 3. To receive any apologies for absence:  None.

20-07 / 4. Declaration of Interest: (Councillors are reminded of their obligation under the Codes of Conduct to declare pecuniary interests): None.

20-07 / 5. To agree Minutes of 16th June 2020:
Small amendment to item 18 – should read Cllr Otter (Lock Gate) etc Cllr Olver will assist.
Cllr Otter proposed, seconded by Cllr Smith that the above minutes be signed as a true and accurate record, all Cllrs in agreement.

20-07 / 6. Matters Arising from Minutes:  
Issue who owns land near Church where the library van parks – Update:  The Assistant Manager at Lincoln Diocese advised that they have no evidence on their files of land being owned by the Church, definitely not Glebe Land – we need to decide what we are going to do.
Bank Signatories – Parish Clerk to obtain full set forms for additional signatories to be set up i.e. electronically.
Level Crossing Survey by Birmingham University – Ongoing.
River Bridge – works done.
Gigaclear – Cllr Otter reported issues on repair works still outstanding have been forwarded on.
Grasscutting – Cllr Mayling has spoken with Rob Golland.

Payments approved since last meeting in March:
12th May – Parish Clerk Salary & Expenses £420.02
12th May – A Flatters Community Cleaner £149.58
16th June – V Couzens re Tallington Village Hall £348.00
16th June – LALC Affiliation Fee £259.20
16 June – Zurich Insurance £940.46
16th June – Zurich Insurance cover re works to VH £112.00
24th June - Tallington Church £500.00
24th June -Tallington Village Hall £500.00
14th July -Parish Clerk – Salary/Expenses £518.19
14th July - A Flatters – Community Cleaner £144.62
All above approved for payment.
Income Received:
Precept £7,501.00
Lottery Grant of£4,620.00 for children’s fitness class’s
Zurich £1,106.00
SKDC CC Grant £453.44
HMRC VAT refund £538.51
Herons Trust £5,000.00 for village hall repairs.

20-07 / 8. Planning:  
No new planning applications received.
Report from Bypass Committee:
Cllrs Sagar and Otter gave report and statistics – number of hits on website.
Participation welcomed from residents and members of West Deeping Parish Council.

20-07 / 9. Highways:
Speed Limit - looked into.
Overgrown Vegetation Mill Lane Sign – dealt with.
Schedule of Works (September) Cllr Trollope-bellew had meeting with Kyra – LCC able to do some of the jobs on the list.

20-07 / 10. Signs on Bins in Main Road:
They had an effect and were working well.  Cllr Otter will start again once out of lock down and happy to produce signs.  Suggestion to look at Vistaprint ie costing for signage.

20-07 / 11. Drains in Main Road:
Latest update (from Anglian Water) that now back with LCC – information to be passed to Cllr Trollope-bellew.

20-07 / 12. Correspondence: None.

20-07 / 13. To receive a report on the Village Hall:
Playing Field opened.
Village Hall due to open.
Committee down to just 2 when Pauline Horrocks leaves the village.
Village Hall Roof 99% done. Awaiting gutters to be installed around new extension.

20-07 / 14. New Playground Equipment for the Playing Field and Funding:
Application made to Mick George Community Fund – unfortunately unsuccessful.  
Location of floatable goal posts.

20-07 / 15. Children’s Fitness Classes in August and Funding:
Applied for £4,620 funding, already received.  Applications already received from local children – due to social distancing it will be ok.  3 events planned.

20-07 / 16. Field in Trust Dedication (Millennium Green)  Ongoing.
Action: Parish Clerk

20-07 / 17. Reports from Councillors:
Heron’s Trust Almhouse – understand still vacant.
Lock Gates – Cllrs Otter and Olver updated on work done.  Post meeting note Parish Councillors expressed their thanks to Cllrs Olver and Otter re works done to date.
Tree – Cllr Otter inspected tree today – appears to be coming back to life – agenda item for next meeting.

20-07 / 18. Public Forum: None.

20-07 / 19. Date of Next Meeting: Tuesday 8th September 2020 commencing at 7.30 p.m. Will be held remotely.

The meeting closed at 9 pm.
