Minutes of the Parish Council Meeting
held in the Village Hall on Wednesday 17th September 2025.
Present: Chair Cllr P Sagar, Vice Chair Cllr J Smith, Cllr R Sorrel, Clerk N Smith, District Cllr V Smith and 6 members of public.

No points raised.
Cllr Sagar opened the Council meeting.
053/25. Chair’s remarks: Cllr Sagar thanked Will B and Heber H for their hard work in cleaning and repainting the Village Hall railings. The overgrown shrubs had also been cut back and the rubbish cleared away.
The Playing Field playground equipment had been repainted by volunteers from Volkswagen, thanks to Lisa Callison for organising the team.
Snagging repairs to the Playing Field walls are now complete.
A new contractor has been appointed to cut back the Playing Field and footpath hedges on an Annual basis.
054/25. Apologies for Absence and reasons given: C Cllr A Baxter sent apologies, D Cllr R Trollope-Bellew sent apologies as away, Cllr J Knox sent apologies as ill.
It was resolved to accept the apologies.
055/25. To receive any Declaration of Interest: None declared.
056/25. To agree and sign minutes of the Parish Council Meeting held on 16th July 2025: The minutes were approved as a true and accurate record and signed by the Chair.
It was agreed to bring Agenda items 12 (MAG Meetings) & 13 (Flood Plan) forward so as to allow members of public, who were limited for time, to be briefed. See Minutes 063/25 & 064/25 below.
057/25. Clerk’s report:
- Hours worked in July 33, in August 24.5.
- HMRC Basic payroll system now in use monthly. Clerk’s Payslip amended to show net income and
Expenses, and Income tax. Employer NIC will be included but is not payable every month.
- Clerk had attended Clerk Induction training at LALC office nr Lincoln. Further training booked to
cover Preparing for Internal Audit, Budgeting, Internal Controls and Role of Internal Audit.
- Webmaster hours : It was resolved to allow the Clerk to buy further hours when needed.
- LALC webmaster had reviewed the Council website. Suggestions for changes to be emailed to Cllr
Sagar for consideration. Action: Clerk to forward email.
- Local Government Reorganisation: Poster on Notice Boards advertising event at Stamford Library
on 24th September. Village Hall has been booked for a Councillor only event on 13th November.
- Road Closure Notices received from LCC are listed on the website.
- Community Cleaner had raised concerns over the traffic management at the Sunday car boot
entrance. Action: Cllr Sagar to raise with the land owner/manager.

It was resolved to accept payments as presented.
Zurich refund of £100.23 received.
Donations: After a discussion it was agreed that the money given to the PCC and VH&PFA are Donations not Grants.
PCC donation for 24/25 paid, and £700 for 25/26 to be paid in January 2026.
VH&PFA donation of £600 still outstanding. The invoice for the VH&PFA insurance contribution (75.47%) to now include Council costs expended on repair of VH gate.
All the VH&PFA grant money has now been spent.
Action: Clerk to draw up invoice to VH&PFA once cost of gate repair confirmed.
Bank Reconciliation: Cllr Knox returned the Reconciliation folder. July and August Bank Statements and Invoices handed to Cllr Sorrell for checking before the November meeting.
Currant Account balance as at 15th September was £ 5,617.91.
Bank Mandate: Clerk now able to input Bank payments with Approval by either Cllr Sagar or Cllr J Smith.
Vat Reclaim: Vat Reclaim of £2,460 received. Further £932+ to be claimed.
MG Maintenance: Funds on hold originally given for this work are in the H&R BSoc 90 day notice account. At End-of-Year the interest received to be transferred to Current account to cover the maintenance costs.
Interest rate on the BSoc account had decreased to 2.9%.
Trade Waste: SKDC have changed their invoicing system and need a new DD Mandate. Cllrs Sagar and J Smith signed the completed form.
059/25. Planning: - Planning application S25/1227 has been approved.
The weekly Planning Update from SKDC is circulated to all Councillors for information.
060/25. Reports from District and County Councillors: D Cllr V Smith gave a report.
- Local Government Reorganisation: SKDC is seeking residents views on what they would like to see as
the priorities of the new local authority: https://www.givemyview.com/lincolnshirelgr/surveys
- Bin routes: Starting this week, a change in routing has meant a change in the bin day for residents.

- Food waste: This is a national directive aimed to improve energy capture from waste disposal.
Households will receive two lockable caddies, 5 litre indoor and a 23 litre outdoor version. Food waste including meat, dairy, tea bags and plate scrapings will be collected weekly using a dedicated vehicle and will be taken to an anaerobic digestion facility where it will be turned into biogas and fertiliser. This will start next March 2026 and it is anticipated that the bins will be distributed to residents in January.
061/25. To review and resolve to adopt the 2025 updated version of the Standing Orders: Clerk had amended the SO document where allowed and asked Cllr Sagar to confirm changes. Clerk summarised use of SO. It was resolved to adopt the Standing Orders.
Action: Clerk to add SO to website.
062/25. AGAR 24/25: The External Auditor’s Report was circulated before the meeting. The Clerk explained the report had highlighted that AGAR Section 2 Box 4 was completed incorrectly for 23/24 and should have been Restated this year. The Auditor also noted that the Council had provided an adequate explanation and actions to be taken regarding the non-compliance shown on Section 1 Boxes 1 to 5.
It was resolved to accept the report and continue working on the actions specified.
Looking ahead to the Internal Audit for 25/26 it was resolved to again use the LALC service, and sign up for the 2 year offer which locks the cost.
Action: Clerk to complete and return form to LALC.
063/25. Multi-Agency Meetings (AW, EA, NR, LCC, IDB): Latest meeting was 17th Sept. and attended by Cllrs Sagar and Smith
- Village visit. C Cllr A Baxter and LCC Highways Chief G Simpson walked through the village with Cllr Sagar on Monday 15th September. Agreement was reached that LCC will install raised curbs at 3 addresses to inhibit water entering the homes. A wall rather than a curb is proposed for Tennyson Cottage.
- Wednesday 17th testing of the ditch/gully running down the side of Bainton Road was done by Flowline to determine direction of water flow. LCC have agreed to repair the broken pipe and surround at the Church Lane end. The ditch bottom to be lowered by LCC and a gravel base laid to enhance water flow. Cllr Smith made point that with exception of the days immediately after Storm Henk then this ditch has never had standing water during all the years that he has maintained it.
- 8 gullies on the Main Road have been cleared but the pipes are blocked.
- National Grid no updates.
- Network Rail are set to do the work on the blocked pipe under the crossing overnight on Saturday 11th October. A double wall plastic pipe is to be installed either under or around the foundation of the barrier arm. No test of pipe viability planned, will wait for rainfall.
- Anglia Water work on the three Blue marked areas on the Main Road are now scheduled to commence w/c 20th October 2025, in conjunction with the LCC road closures.
- LCC Highways have scheduled overnight road closures during w/c 20th October for installation of 4 new silt gulley taps and to attend to various issues on the A1175 including raising the kerb adjacent to the Chestnuts.
- Casewick Lane under road culvert to be replaced by LCC Highways on 24th November.
- EA have agreed to install a penstock gate on village side of pipe running to river flap valve. The Council are pushing for a mesh to be installed to keep debris out.
- Errosion of river bank at ‘waterfall’ upstream to be reinforced within next month.
- Section 19 final report summary of causes and work done now on website, and distributed to residents. Cllr Sagar felt that the report is now a fair reflection of why the village flooded in January,February, May 2024,
- Next MAG meeting 5/11, Cllrs Sagar and J Smith will attend.
- Cllr Sagar made a point that of all the agencies dealt with over flooding issues then SKDC have been the most helpful.
064/25. Flood Plan: Following the recent downpours it was noticed that water is flowing well along the ditches on the West side of the village. Ongoing maintenance needed by land owners, NR and the cement works. A non-return valve is to be installed at the foul sewer pumping station.
Cllr Sagar and J Atter to liaise on updates of the Flood Plan: Number of sand bags, sand and empty bags available at VH, pumps available in village. Schedule tests of the pumps. Check and update numbers for residents and emergency contacts.
065/25. Millennium Green:
- The saplings on the MG to be reviewed and Cllr J Smith to approach supplier for replacements of dead trees identified.
- Phase 1: 4 bags daffodil bulbs have been purchased and scheduled to be planted Saturday 4th October.
- The wildflower meadow to be left.
- The area along the wall to be strimmed.
- No response from Ketton Cement for donations to purchase daffodil bulbs.
Action : Cllr J Smith to chase.
- Rabbits, no update.
- Ash tree on FP4: Countryside Officer to be approached Action: Clerk
- Equipment cover to be checked with Insurer. Action: Clerk
- Outbuildings lock to be changed to combination lock. Action: Cllr Sagar.
- Trees at entrance to footpath from Main Road to St Lawrence Way dropping a lot of debris on road which can block the gullies. Is there a TPO on the trees? Action: Clerk
066/25. Domain & Email changes:
- Clerk had circulated documents to cover Cllr J Smith’s concerns.
- There has been a lot of confusion over the requirements for a domain in the Clerk community. LALC have been very helpful explaining the requirements and best practice for the new Assertion 10.
- Clerk to set up the domain and emails.
- IT policy was circulated before the meeting. To be carried forward to November meeting.
067/25. AOB.
- Some Roadside hedges impeding pedestrians on Main Road. Clerk to write to owners.
- PF: bin enclosures are rotten and falling apart
- Barnack to Uffington road traveller site planning application has been refused.. but the Mercury of 2 weeks ago indicated that a new application has now been submitted..
068/25. Dates of Next TPC Meetings: Wednesday 19th November 2025, Wednesday 14th January 2026.
