Tallington Parish Council
Minutes of Parish Council meeting held on Tuesday 11th July 2023
Present: Chairman Cllr P Sagar, Vice Chairman Cllr J Smith, Cllr A Hassall and Parish Clerk W Gray.
District Councillors V Smith and R Trollope-bellew (County Cllr A Baxter arrived later in the meeting.)
3 members of the public Liz Allen, Anne Knox and David Tillson were also in attendance.
Minutes
1. Public Forum:
Nettles near the Bridge – Cllr Sagar has requested that these are cleared.
Sign on Main Road – needs to be cleared away.
2. Opening of Meeting: Cllr Sagar welcomed everyone to the meeting.
3. Apologies for Absence: Cllr Joan Brocklebank, Rob Burdock. Resignation received morning of meeting from Mr K Otter. Resignation accepted, SKDC to be advised.
4. Declaration of Interest: None.
5. To agree minutes of Parish Council Meeting 16th May 2023: proposed Cllr Smith, seconded Cllr Hassall all in agreement for minutes to be signed.

7. Finance/Authorisation of payments:

All above payments approved by Cllrs Present.
Melton Mowbray Building Society Savings Account Notice: The Chairman advised that the interest on this savings account had now dropped to 0.25% and that the required notice should be given to close the account and all papers signed to access the funds by the 30th August 2023. Agreed unanimously.
Metro Bank: The Chairman reported that the Metro Bank are offering excellent savings rates for Community accounts and were open 7 days a week with in person access to a business manager. It was proposed that TPC initially open a Community Instant access Savings account (currently offering 1.10% AER) together with a 1 year Community Fixed term Deposit account (currently offering 4.0% AER) and that Cllrs Sagar, Smith and Hassall be signatories with any two of three being required to sign cheques. Cllr Sagar to be the main point of contact. The proposal was agreed unanimously. Cllr Sagar to action.
8. Planning:
S23/0974 – BT intends to install fixed line broadband electronic communications apparatus at Oldcastle Infrastructure, 15 Barholm Road, Tallington PE9 4RL. No objections raised.
S22/2052 – Erection of detached dwelling 54 Bainton Road, Tallington – Planning Permission Granted.
9. Mallard Pass Solar Farm:
Discussed at SKDC – current position is they would be objecting. Both area MPs
G Davies and M Kearns (R&S) both object.
10. Millennium Green:
Jack Griffin – excellent job on the green cutting and spraying nettles etc.
Lady came in to apologize, had incorrectly assumed children could play ball games on the green, Chairman has had a number of conversations with her– if area played on grass dies off and against prescribed use– Next cut September time.
11. Footpath No. 4/TPC paths: Approval from SK UK Shared prosperity fund ref application for £14,475 to rebuild lower basin footpath and additional works incl further top surface improvements and new steel edging to all paths on Millennium Green to Mill Lane, Bainton road and main road. Was initially told would need 3 quotations before money is released to TPC but after speaking with SKDC advised will now accept 2 quotes:
1)Julian Pettigrew £14,475 +VAT and 2) Ben Freeman who recommends steel edging rather than wood £14,398 + VAT– Cllr Smith asked if steel edgings would cause a problem – Cllr Sagar will look into and arrange a meeting with Ben Freeman and Cllr Smith to discuss Contract and timetable. Unanimously agreed to award contract to Ben Freeman.
12. Trees: Cllr Sagar wished to have noted that he did not cancel tree planting in March, and that any trees planted should be carried out late autumn and not in Spring or summer. (see minutes May mtg). It had been clearly very difficult to meet the minimum requirements of the eforest offer of a minimum 150 trees. It was agreed however that we would still like to line the MG footpaths with trees and other funding was now available. Chairman proposed a Working Party chaired by Cllr J Smith to move project forward to also residents Jaqueline Knox and Rob Burdock. Also proposed that triangle area toward Mill Lane to be set with wild flowers (in memory of W Knox and A Thurlby). Start again in September/October – prepare soil better, research seed – Cllr J Smith to take forward. Both proposals unanimously agreed.
13. Casewick Lane/St Lawrence Way: Cllr J Smith liaising with Mel from SKDC, been very responsive, lot of water last evening but has cleared a lot quicker than before. Dyke that runs up to Casewick Lane has now been cleared, nothing done to dyke alongside Main road – need to get agreement with SKDC to have that work done as well. LCC Cllr Baxter agreed to look after meeting.
14. Environment Agency (EA): Reported at last meeting done further repair on both sides of the river – they have not addressed problem or bigger issues- have been in touch to find out what is going on – totally unsatisfactory, big issue with Rabbits and Badgers have got under mesh they laid down 3 years ago – don’t want to get to November/December when increase in water levels, may need to step up pressure say September time, JS happy to keep in contact, keep any eye on what is happening.

SK Today magazine is now on line – provides a lot of information, format has changed – only obtainable on line.

30mph signs on bins – can these be used elsewhere i.e. make a more permanent feature on the bins?
Footpath to Uffington –LCC added to list.
Updated Code of Conduct (newer version from last one issued December 2020) will be added to our next agenda.
Encourage PC involvement in Emergency Plan – Cllr V Smith will pass on details.
SKDC Cllr R Trollope-bellew: attended Prosperity Fund information meeting at Market Deeping, running another one in Stamford, Grantham and following year in Bourne – talked about SK Community Fund Lottery.
LCC Cllr A Baxter: Enforcement – number of officers increasing i.e. if see someone in a yellow jacket – current enforcement rate is very low.
PSPO Public Space Protection Order Consultation – alcohol, dogs not on leads mostly in playground areas.
Update on Deeping Leisure Centre – before looking at demolishing (cost) looking at whether a Community Group etc would be interested in running it. Leisure Centre is no longer part of the school.
Waste – collected bins SKDC disposed of by LCC – looking at roll out of a further bin i.e. Black Bin (1) Silver (2) one week – Black Bin (3) Paper (4). All costs funded by County not District. Recycling waste has gone up by about 8%.
Street Lighting – LCC turned off overnight, SKDC on – talking about replacing with LEDs dimming or turning off at nights.
Highways – reference Tallington cut hedges before get 40 mph zone, still debris falling here i.e. difficult to see when pulling out of St Lawrence Way. Cllr Baxter to action.
Cllr J Smith reported 2 potholes (Casewick Lane) FMS filled within 24 hours.
Cllr P Sagar: UK SK shared Prosperity Fund – possibility of Welcome Signs 40/30 mph zones? Very effective at Wilsthorpe –i.e. gates with signs on – Cllr Trollope-bellew advised if go on Green Route – look at what need to adhere to if want to put up.
16. Village Hall and Playing Field reports:
Successful village event on 23rd June – well attended, fish and chip supper – nothing happening in July but hope to have an event in September (say 9th) when Play Park has been upgraded (Grand Opening). AH still pursuing wall repair issues and quotes.
17. Public Forum:
Overgrown hedge (opposite junction of A1175 and Bainton Road) – Clerk will write letter to Richard Ransomme at his Tallington address politely reminding him to cut hedge back in next 2/3 weeks – pedestrians cannot currently safely walk along footpath because of the hedge overgrowth onto the pavement.
Speeding through village – Archer System – 2 rubber hoses across the road etc (Lincolnshire Road Traffic Safety Partnership). Clerk to investigate.
