Tallington Parish Council
Minutes of Parish Council meeting held on Tuesday 14th March 2023
Present: Chairman Cllr P Sagar, Vice Chairman Cllr J Smith, Cllr J Brocklebank, Cllr A Hassall, Cllr K Otter and Parish Clerk W Gray, 13 members of the public were also present. County Cllr A Baxter, District Cllrs K Cooke, R Trollope-Bellew arrived during meeting.
Minutes
1. Public Forum – Ann Knox despite Anglian Water/LCC repairs flooding still on Main Road outside house and further down – Street Cleaning Team have cleared some gulleys, more at side of road to be cleared. Hawthorn Road and Casewick Lane also flooded.
2. Opening of Meeting – Cllr Sagar welcomed everyone to the meeting.
3. Apologies for Absence – Justin Mackenzie, Geoff Sutcliffe, Louise .
4. Declaration of Interest – None.
5. To agree minutes of Parish Council Meeting 10th January 2023 – under apologies Cllr J Brocklebank missed off, subject to amendment proposed Cllr Otter, seconded Cllr Hassall all in agreement for minutes to be signed.
6. Matters arising from the above minutes – None.
7. Finance

Community Cleaner – invoice awaited – request for further supply of bags, also reported Purple Bin in Village Hall Car Park has not been emptied for some time, Cllr Sagar will report.
All above payments approved by Cllrs Present.
Payments automatically debited from account – SKDC Servicing of Trade Waste Bins £21.67 for February and March 2023.
8. Planning – no new applications received. Re application S23/0445 The Reading Room , Bainton Road, Tallington – Parish Council response was sent on 3rd April 2023
9. Mallard Pass Solar Farm – Parish Council registered as interested party ref no. 20034111. Await for next stage – Independent Planning Committee.
10. Millennium Green – Wooden Plaque received from Fields in Trust for siting in suitable area of the Green. Work is going to commence on 18th March – start on top footpaths (not route No.4) provided by LCC volunteer scheme – car park Village Hall repaired at same time i.e. 20th March – digging out pot holes and tree roots – labour provided by Balfour Beatty employees. MG residents pointed out access is coming in through Private Road, PS will go and see residents and advise. Main access will be down by village hall (will not park on grass) delivering equipment and gravel. Small dumper trucks ––. When arrive on 18th preparation scarifying work will be made to footpath – car park white lines will be reinstated later. Cllr Sagar will speak to resident at No.2 ref using MG as Football Field – it is Open Space for use of all NOT for SPORTS. Residents still happy to continue cutting MG edges by one or two metres. Cllr Smith will speak with Ferret Man to deal with rabbit situation. PC agreed to fund cost i.e.budget £250 to £300 fee max (1 visit) Cllr Sagar proposed, all in agreement
11. LCC & Footpath No. 4/TPC paths – Footpath over field up to Bainton Road and in old canal basin through MG, LCC yet to adopt (awaiting new legislation from Government) but no budget to improve. Cllr Sagar advised ref SKDC Prosperity Fund – advised to put application in – Cllr Sagar received initial quote from J Pettican – create surface similar to Lawrence Way. Approx £7500 plus VAT will be able to get No. 4 repaired (usable for wheelchairs, prams etc). Also footpath to be raised where flooding occurs. Have been advised Tarmac would not be suitable as winter slip hazard – Parish Council can claim back VAT. If approved would like to get done before next winter.
12. Trees – Cllr Otter, Tree Warden reported that Cllr Mackenzie had just submitted plan this evening to e-forest – Cllr Otter to liase with residents /volunteers reference planting when delivered. Need to let JK know for cut to be made prior to planting. Concerns raised ref advice for best time to plant. Also re rabbits! Advise has been Do not plant trees between March and October. Application made re number of trees with the majority of trees going to other parish council, need to agree spec what trees required. Rabbit sets need to be under control before any planting takes place. Cllr Otter to obtain delivery date.
Cllr Sagar suggested an MG committee be set up, initially reference the tree planting. Rob Burdoch and Jacqueline Knox volunteered to liaise on tree planting with Cllr Otter and Cllr Mackenzie in first instance. This does not have to consist just of Councilors and residents living on the green should be involved. Cllr Sagar and Cllr Smith also wish to serve on a future MG sub committee.
Cllr Sagar to approach David Tillson to pollard his low hanging tree branches over the MG. They currently impede grass cutting activities.
13. Coronation Celebrations Monday May 8th. Plan of Action – Cllr Hassall reported Village Hall organising an event with Kayleigh Band. Cllr Sagar reported that he had invited other village groups to come together to make it happen using Playing Field/Car Park/Village Hall. List of suggestions discussed – agreement from all for Parish Council to match Village Hall funding proposal of £500 per group to provide a free event for the village to mark the Kings coronation.
14. Environment Agency (EA) – Cllr Smith in contact with Project Manager of EA- rabbits, missing guard rail section near bridge, look at some concrete packing downstream near footbridge. Cllr Smith will keep on at them – currently not making progress but will keep chasing. Cllr Otter at last high water had ingress that was problem before – valve changed but still water – if valves working correctly they are supposed to stop water backing up on non-river side. Cllr Smith will approach the EA to have the new valves checked. Other side of bridge (in middle of bridge 2 cracks appeared – if water gets under will get into the bridge concrete. Question for Cllr Baxter – can he request Highways Officer to make himself available for walk around the village which will include looking at this issue?
Flooding - Mrs Knox commented – water backing up on her property. AW/LCC Spent money has not resolved problem – AW provided soakaway or water butts to many homes ref problems on St Lawrence Way home extensions and newly built Nursing Home – new extension may not have been signed off. Still a belief that drain collapsed in places. 4 way conversation required - Cllr Baxter, Cllr Sagar ,County Council and Anglian Water.
15. Reports from Councillors – Cllr Cooke advised Tallington Lakes 24/2 last report, Notice of Appeal/EA taking action/Crown Court. St Lawrence Way - SKDC have now taken over the land and green area – established ownership.
No update from Heron’s Trust.
16. Village Hall and Playing Field reports –
Village Hall – let down again by cleaner – anyone interested 2 hours once a fortnight.
17. May 4th Parish and District Elections. Nomination papers and schedules. All paperwork completed in readiness for Parish Clerk to deliver to SKDC in Grantham by deadline. Currently 1 vacant position.
18. Public Forum –
Bainton – automatic speed camera? What is it?
Community Cleaner cleared all down main road towards Uffington and back – 12 bags rubbish collected – why no bins in our layby’s. Cllr Cooke replied this had been agreed at request of parish council to try and stop fly tipping.
19. Date of Next TPC Meetings: Tuesday 16th May 2023 Annual Parish meeting, Annual Parish Council Meeting starting at 7pm followed by normal meeting.
